Position Summary

OICE is seeking a skilled and results-oriented Monitoring, Evaluation, and Learning (MEL) Expert to lead the design, implementation, and continuous improvement of MEL systems across its programs, with a primary focus on the Early Childhood Development (ECD) program.

The MEL expert will play a central role in ensuring evidence-based programming by strengthening data collection, analysis, and learning processes. The position will support program teams to track progress, measure impact, and generate insights that inform decision-making, adaptive management, and strategic growth. While the primary focus will be the ECD program, the MEL Expert will also provide technical support to other OICE programs as needed.

The ideal candidate will have strong expertise in MEL systems design, data analysis, and learning facilitation, with a passion for improving program quality and impact.

Key Responsibilities

MEL System Design and Implementation (ECD Focus)

  • Lead the implementation and continuous refinement of the MEL framework for OICE’s ECD program.

  • Ensure alignment of indicators, tools, and methodologies with program objectives and donor requirements.

  • Develop and standardize data collection tools, protocols, and reporting templates.

  • Establish systems for routine monitoring of program performance and outcomes.

Data Management, Analysis, and Reporting

  • Oversee data collection, verification, storage, and management processes to ensure quality and integrity.

  • Analyze quantitative and qualitative data to assess program performance and impact.

  • Produce timely, high-quality reports, including progress reports, dashboards, and donor reports.

  • Track key performance indicators (KPIs) and ensure regular updates to internal and external stakeholders.

Learning and Adaptive Management

  • Facilitate learning processes, including reflection sessions, after-action reviews, and learning workshops.

  • Identify lessons learned, best practices, and areas for improvement to enhance program effectiveness.

  • Support program teams in using data for adaptive management and evidence-based decision-making.

  • Promote a culture of learning and accountability within the organization.

Support to Other Programs

  • Provide MEL technical support to other OICE programs with a minimum level of effort.

  • Contribute to the development of MEL frameworks for new and existing projects.

  • Support proposal development by contributing to results frameworks, logframes, and MEL plans.

Capacity Building and Coordination

  • Train and mentor program staff on MEL concepts, tools, and data use.

  • Work closely with program, finance, and management teams to ensure integrated planning and reporting.

  • Coordinate with partners, stakeholders, and government counterparts on MEL-related activities.

  • Represent OICE in relevant technical forums and learning platforms.

Job Requirements

About You

Education and Experience

  • Bachelor’s degree (master’s preferred) in Monitoring and Evaluation, Statistics, Development Studies, Social Sciences, or a related field.

  • Minimum of 3 years of relevant experience in MEL, preferably within the non-profit or development sector.

  • Demonstrated experience in designing and implementing MEL systems, especially for complex or multi-component programs.

  • Experience working on Early Childhood Development (ECD) or similar social sector programs is an asset.

Skills and Competencies

  • Experience in designing and managing data collection systems, including digital data collection tools

  • Strong analytical skills, including experience with data analysis software (e.g., Excel, SPSS, STATA, or similar).

  • Proven ability to develop indicators, logframes, and results measurement frameworks.

  • Experience in qualitative and quantitative research methods.

  • Strong report writing and data visualization skills.

  • Ability to translate data into actionable insights for program improvement.

  • Excellent communication, facilitation, and interpersonal skills.

  • High attention to detail, with strong organizational and problem-solving abilities.

  • Ability to work independently and collaboratively in a dynamic environment.
