Job Summary

The Regional MEL Officer will oversee the Monitoring, Evaluation and Learning (MEL) activities in the assigned region/area. Reporting to the Regional Manager and MEL Lead, the

officer will provide technical support to implementing partners, ensure real time data collection, analysis, and reporting, and contribute to adaptive management and learning. The role includes building MEL capacity through training and mentorship, ensuring effective implementation of HSA Monitoring, Evaluation, and Learning (AMEL) system, and promoting data use for decision-making.

Project HOPE seeks an experienced Monitoring, Evaluation and Learning Lead who will provide effective technical support for project staff and partners, implement the project AMEL plan in the region, provide effective mentorship to project implementation sites, and collaborate with other regional program team, consortium partners, and central team.

Job Requirements

Education:

  • Bachelor’s Degree or Master's Degree in Public Health, Epidemiology, Statistics, or with related field of study

Experience:

  • Minimum 5 years of experience in monitoring and evaluation, preferably in USG funded projects.

  • Experience of working with disease surveillance (animal and human) and multi sectoral program implementation.

  • Experience of working with data visualization software like DHIS2, Power Bi and others.

  • Experience in digital data collection applications such as CommCare, ODK and DHIS2

  • Experience in capacity building like training and mentorship.

Duties and Responsibilities

  • Provide capacity building support to Regional Health Bureau, public health institutes, animal health sector and regional partners on one health surveillance and outbreak data management.

  • Collect, compile, analyze, and report performance data from One Health sectors (human, animal and environment).

  • Lead the preparation of high-quality regional reports and share with stakeholders and Project HOPE central team.

  • Collaborate with the regional program and central MEL teams to effectively implement and improve the project MEL system.

  • Train, supervise, and mentor regional staff and partners on MEL tools and oversee consortium partners’ compliance with HSA MEL system.

  • Ensure data quality and compliance with MEL standards across consortium partners and project implementation sites.

  • Conduct Routine Data Quality Assessments (RDQA), analyse findings, provide feedback and ensure the implementation of corrective actions at all levels.

  • In collaboration with regional team, document best practices and lessons learned through case studies and success stories.

  • Promote evidence-based decision-making within the regional program team, implementing partners and HSA supported areas.

  • Support the regional program team during annual work planning exercise through providing accurate information for regional target setting.

  • Facilitate and support the rollout of digital community-based surveillance tools and PHEM DHIS2 in HSA implementation areas.

  • Analyze One Health surveillance data, prepare feedback report and ensure the implementation of corrective actions.

  • Compile and analyze data in the preparation of monthly and quarterly reports as well as ad hoc updates which provide comprehensive insight to the progress, constraints, gaps, and lessons of the project both to internal and external stakeholders.

  • Assist the regional manager in preparing briefing materials on project performance and implementation status.

  • Compile and organize quarterly narrative reports from regional technical leads, review for consistency of indicator values included in the narrative report and share with the regional manager.

Skills & Competencies

  • Strong knowledge of M&E methodologies, primary health care system, M&E tools, and best practice documentation.

  • Proficiency in data analysis software e.g., SPSS, Stata, and MS Office.

  • Excellent communication and report-writing skills.

  • Strong analytical and critical thinking abilities.

  • Ability to work independently and collaboratively in a team environment.

  • Familiarity with project management frameworks.

  • Understanding of statistical analysis and research methodologies.

  • Strong organizational and time management skills
