The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referenda, and regulate political parties in Ethiopia. NEBE is working to boost its institutional strength with a special focus on the enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for the Network Engineer Position who meet the following requirements.
We are looking for a dedicated Network Engineer to build, maintain, and troubleshoot our company's computer networks. You will be responsible for ensuring the stability, integrity, and efficient operation of the in-house and cloud network infrastructure that supports core organizational functions. This is a hands-on role that requires a deep understanding of network hardware, protocols, and security, with a focus on implementing best practices and ensuring high availability.
Network Design & Implementation:
● Design, implement, and manage scalable, secure, and highly available LANs, WANs, WLANs, and cloud networks.
● Plan and execute network upgrades, hardware refreshes, and new technology integrations with minimal disruption to services.
● Configure and install various network devices and services (e.g., routers, switches, firewalls, load balancers, VPN, QoS).
Network Maintenance & Monitoring:
● Perform network maintenance and system upgrades, including service packs, patches, hot fixes, and security configurations.
● Monitor network performance and integrity using tools like SolarWinds, PRTG, Nagios, etc., to ensure system availability and reliability.
● Proactively identify and resolve network performance issues, bottlenecks, and outages.
Security & Compliance:
● Implement and maintain network security measures, including firewalls (e.g., Palo Alto, Cisco ASA/Firepower), access control policies, and intrusion detection/prevention systems.
● Ensure network infrastructure complies with industry standards and internal security policies.
● Participate in security audits and vulnerability assessments.
Troubleshooting & Support:
● Serve as a tier-2/3 escalation point for diagnosing and resolving complex network issues.
● Provide technical guidance and support to other IT team members.
● Create and maintain comprehensive documentation for network configuration, network diagramming, mapping, processes, and service records.
Automation & Optimization:
● Develop and implement scripts (Python, Ansible) to automate routine network tasks and configurations.
● Continuously evaluate and optimize network performance for maximum speed, scalability, and security.
Required Qualifications & Experience
● Education: Bachelor’s degree in Computer Science, Information Technology, Network Engineering, or a related field, or equivalent experience.
● Certification: CCNA (Cisco Certified Network Associate) is required. CCNP (Cisco Certified Network Professional) or equivalent vendor certification (JNCIA, etc.) is highly preferred.
● Experience: minimum 5 years of proven experience as a Network Engineer or in a similar role.
Technical Proficiency:
● Networking: In-depth understanding of networking protocols (e.g., IPSEC, BGP, OSPF, EIGRP, 802.11, QoS).
● Hardware: Hands-on experience with Cisco routers and switches (Nexus, Catalyst), firewalls (Palo Alto, Fortinet, Cisco ASA/Firepower), and wireless controllers.
● Network Diagnostics: Solid experience with network diagnostic, monitoring, and analysis tools.
● Security: Strong understanding of firewall management and network security principles.
Preferred Qualifications
● Experience with cloud networking (AWS VPC, Azure Virtual Network, Direct Connect, ExpressRoute).
● Experience with software-defined networking (SDN) and network function virtualization (NFV).
● Proficiency in network automation and scripting languages (e.g., Python, Ansible, Terraform).
● Experience with VoIP and IP telephony systems.
● Knowledge of ITIL frameworks.
