Background
The Ministry of Health (MoH), through the Maternal, Child and Adolescent Health service lead executive office in Newborn, Child health and development program is collaborating with the Center for Implementation Sciences (CIS) in Health at Addis Ababa University to strengthen the translation of evidence into practice and to support priority newborn and child health interventions. To facilitate this collaboration, the lead executive office (LEO) requests technical and operational support through the recruitment and deployment of a qualified public health expert to be embedded within the specific NCH and development desk as technical assistance.
2. Objective
The overall objective of this TOR is to secure dedicated implementation support to the MoH Maternal, Child adolescent health service lead executive office, with specific attention to the Newborn, Child Health and development Desk and related RMNCAH-N functions, including Program support, plan, report, coordination, documentation, follow-up and workshop preparation,
3. Scope of Work and Key Responsibilities
Provide day-to-day technical and operational support to the Newborn, Child Health and development Desk of the MCAHS Lead Executive Office (LEO).
Support the planning, coordination, implementation, and follow-up of Newborn, Child Health and development -related activities, programs, and initiatives.
Assist in the organization of national and international workshops, in collaboration with the Ministry of Health and CIS in Health.
Support documentation, reporting, synthesis of program learnings, and preparation of implementation experience summaries.
Contribute to the development of technical documents, presentations, concept notes, and reports.
Facilitate communication and coordination between CIS in Health and the MCAHS LEO.
Participate in meetings, workshops, review sessions, and other technical forums as required.
Provide full support and perform any other related duties assigned by the Newborn, Child Health and development Desk and the supervising teams at MoH and CIS.
4. Reporting and Supervision
The recruited Research Assistant/ ISA will be based in Addis Ababa and embedded at the Ministry of Health. The incumbent will work under the guidance of the SLL360 national co-lead at CIS in collaboration with the designated focal persons and supervisors at the Ministry of Health, particularly the head of the Newborn, Child Health and development Desk / relevant MCAHS LEO supervisor.
5. Duration
The assignment is proposed for a period of six (6) months, Continuation or renewal shall depend on performance, availability of funds, and organizational need.
6. Deliverables
Regular technical and operational support to the Newborn, Child Health and development Desk.
Timely preparation of activity reports, meeting minutes, and other required documentation.
Draft technical briefs, presentations, and workshop materials as requested.
Effective coordination support for program implementation and follow-up activities.
Duration: Six (6) months,

7. Required Qualifications and Competencies
Bachelor’s degree in public health, health sciences, social sciences, or a related field.
Demonstrated interest in implementation research, health program support, coordination, or documentation.
Strong writing, communication, and interpersonal skills.
Working exposure with implementing partners, and program level at MoH
Knows or exposed to the Newborn, Child Health and development Desk program at MoH
Ability to work collaboratively with government, academic, and technical teams.
Strong organizational skills and willingness to work full-time on assigned tasks.
Communication skill, English writing, speaking and should be mandatory

The TA shall maintain strict confidentiality overall project and institutional data, follow applicable ethical and legal requirements, safeguard institutional property, and always uphold professional integrity. Any use or sharing of information outside approved project purposes shall require prior written authorization from the relevant institutional authorities.
9. Administrative and Financial Arrangements
The TA will be engaged through Addis Ababa University, CIS in Health, in line with the applicable institutional and government procedures.
Payment shall be made monthly upon satisfactory performance approval by the designated supervisor(s).
The monthly remuneration shall be determined by mutual agreement and will be subject to applicable government taxes and institutional requirements.
