Médecins Sans Frontières started its work in Ethiopia in 1984 during the famine, after that the different sections were providing different medical assistance in the country. Currently, MSF-Holland operates in four projects in Ethiopia: Amhara Neglected Diseases and Emergency, Tigray Primary Health Care, Kule South Sudan Refugees, and Somali Region Mobile Health.
Define, organize, implement and follow-up all care and nursing related activities in the project, ensuring the daily management of the human resources as well as the implementation of the MSF nursing protocols, in order to warrant efficiency , quality and continuity of prescribed care.
General Accountabilities:
Plan and organize all nursing related activities (IPD, OPD, maternity, nutrition, etc.), its organization design and sizing and participates in the definition and update of its associated budget in order to efficiently maintain the continuity of the healthcare at the standard quality levels.
Coordinate and supervise the implementation of the legal therapeutic protocols, procedures and standards, providing technical support when needed, to ensure the quality of the nursing care, confidentiality and information traceability, patient surveillance, as well as ensuring that therapeutic and sterilization rules are used by the health care personnel.
Ensures all administrative procedures and documents (individual patient’s card and registration book, discharge paper, transfer paper, etc.) are used correctly, as well as the existing data management tools (i.e. Fuchia, EpiInfo, etc.).
In cooperation with the pharmacist and medical coordinator, supervise the management and running of the medical equipment and pharmacy activity, preparing new orders when required, supervising expiration terms and consumption patterns, in order to ensure its rational use as well as that pharmacy stock levels are permanently updated and above minimum safety point.
In close coordination with the HR department, plan and supervise the associated processes (recruitment, training, evaluation, development and communication) of the nursing staff of the project in order to ensure both the sizing and the amount of knowledge required, improve people capabilities
May be responsible for scheduling duty rosters, shifts and on call of nursing staff.
In accordance with medical prescriptions and according to protocols in force, supervise the distribution of drugs and equipment as well as train nursing staff to ensure a rationale use of both.
Be responsible for the surveillance of patients in wards and train nursing staff on Patient Therapeutic Education (PTE), i.e. keeping contact with all patients, informing them regularly about their health state and responding to their questions.
In close coordination with the logistics manager, supervise laboratory outputs related to nursing activities (blood test) to ensure samples are collected correctly and results are provided on time.
Supervise nutritional activities to ensure that therapeutic food is provided regularly and complies with quality and quantity standards
Supervise implementation of protocols depending on project objectives (Prevention Parent To Child Transmission (PPTCT), Post Exposure Prophylaxis (PEP)) and social services (Voluntary Counseling and Testing (VCT), Information, Education ad Communication (IEC), Sexually Gender Based Violence (SGBV), mental health services, etc.
Report to the line manager on any relevant information linked to nursing activities and participates in monthly reports and definition of annual planning, budget for the project
Overall Objective:
Response to acute medical-humanitarian needs in Amhara region and reduced morbidity and mortality amongst migrants and vulnerable populations affected by Kala Azar and snakebites and improved monitoring/surveillance
Project Purpose:
Ensure the medical humanitarian needs of conflict affected populations in Northwest Amhara Region are addressed and improve access to free and quality care for Kala Azar and snakebites
Specific Objectives
Emergency medical-humanitarian situation in Northwest Amhara region is monitored, assessed and responded to.
Patients with Kala Azar receive quality, person-centered care in a timely manner at Abdurafi Health Center and identified decentralized sites.
Patients with Snake bites receive quality, person-centered care in a timely manner at Abdurafi Health Center and identified decentralized sites.
Operational research and pilot implementation strategies carried out to improve care for patients with snakebites and Kala Azar and inform policy change.
Improvement in the healthstatus of the population is advocated forat national and international forums using relevant humanitarian and medical data.
General
The NAM will be responsible for the quality of the nursing care including IPC & PCC through supervising. Nursing team supervisor & Nurses on the needs and will be responsible for the daily management/ and needed adjustments of clinic activities to the medical context.
Ensuring access to the conflict-affected population (negotiation) as well temoignage/witnessing and reporting of red flag incidents and violence related incidence among admitted patients will be a strong component of the position within. Furthermore, the position includes.
The Nursing Activity Manager (NAM) position will be based in the Abdurafi/Midre-Genet Health Centre. This
health centre receives referrals from the BOH health centre (based next door) for 2 specific illnesses (1) Kala
Azar (2) Snake bites. These conditions primarily affect a mobile migrant population that often stays in open
field conditions exposing them to high risk.
The project is also aiming at decentralizing Kala Azar and snakebite management to 3 health facilities i.e.
Humera, Abrajira and Metema, locations where most of the patients are coming. As such, the NAM will play
a pivotal role in ensuring effective nursing care knowledge and skill transfer to the RHB counterparts.
In close collaboration with the MAM and MTL
Identify gaps in nursing care and ensure nursing staff are appropriately trained on Kala Azar and Snake Bite management through case discussions and/or on job training.
Ensure all patients receive quality free-of-charge care for complicated and non-complicated Kala Azar and snakebite, including provision of psychosocial counselling and nutrition support.
Support provision of timely referrals to other secondary health facilities as required. In addition, Follow up on referrals with referral nurse and feedback as necessary.
Ensure collections of weekly/ monthly data inlcuding surveillance data using the right tools and contribute to the sitrep/MMR
Participate in tracking the quality of care indicators as requested by the project and the mission
Support the MSF and BoH IPCsupervisors in the implemention IPC standards.
Participate in preparedness for assessements and exploratory missions as needed
Participate in community engagement at the community level, strengthening the community awareness about MSF activities and principles.
Support staff training on emergency scenarios ensuring Nurses understand their roles for each given scenario
Support E-Prep and any emergency responses that may be required
Support provision ad-hoc medical supply donations based on the most urgent needs
Participate in active and passive surveillance and exploratory assessments
Participate in collection of epidemiologic data at the local, zonal and regional level
The NAM is expected to be flexible to gap fill other positions as needed

Education
Essential Criteria: Nursing diploma for general or specialized health services
Desirable criteria: Bachelor in science of Nursing; specialization or training in tropical medicine would be an asset
Experience
Essential Criteria working experience of at least two years in nursing activities related jobs.
Desirable criteria working experience in MSF or other NGO’s in developing countries.
MSF experience in NTD specifically in KA & SB); TB, HIV & Palliative nursing care essential
Working experience with MSF in at least one emergency context in a similar positon and or any Senior Nursing management position experience
Languages
Essential, mission language; local working language would be an asset.
