The International Institute for Primary Health Care in Ethiopia (IPHC-E) was established by ministry of health of Ethiopia in the year 2016. It envisions to become a center of excellence in primary health care. The mission of the Institute is to proactively engage and drive the advancement of primary health care policy and practice towards the attainment of UHC. Through PHC implementation research, the Institute provides up-to-date information on the strengths and weaknesses of Ethiopia’s PHC program and contribute to continually build stronger PHC program that ensures fidelity to standards of care and high levels of population coverage of services.
Furthermore, the Institute plays a key role in the transformation of PHC systems by generating and testing innovative ideas in woreda innovation centers (WICs) and consolidating the learning and best practices to facilitate knowledge transfer among PHC facilities and further achieve the highest possible impact.
Background
Primary health care leadership is fundamental in improving health service delivery to the community. It enables appropriate and timely mobilization of resources (human, financial, time resources) for effective delivery of services. In Ethiopia primary health care leadership has a lot of shortcomings, one of which is capacity problem in the leadership. The evaluation result of the HSTP-I highlighted critical gaps in leadership which includes inadequate capacity to implement decentralized health system, low utilization of health services, inadequate follow-up on implementation of policies, guidelines, standards and protocols and inadequate coordination of public-private partnerships in health. To address such problem, leadership capacity building is important for all stakeholders being engaged in primary health care at all levels
The institute has been supporting the country PHC system by Primary Health Care Leadership Development Program (PLDP) aimed to build leadership capacity of staffs at primary health care system at different level of Leadership role. This Program is intended to build individual & group capacity for effective leadership of the primary health care system. A total of more than 300 participants from 5 regions have attended the training. The outcome and impact of the PLDP on participants and its contribution to PHC system is not documented. Therefore, the evaluation of the leadership training program will identify strengths and areas for improvement as well as guide the redesign of the course as well as the course delivery modalities. The consultant will work on the Evaluation of training provided by the institute on Primary Health Care Leadership Development Program (PLDP) in Addis Ababa, Sidama, Oromia, SNNP and Amhara Regions.
The overall objective of the consultancy work
The objective of the consultancy work is to assess the relevance, effectiveness, efficiency and outcome of the PLDP course and provide insight to improve the course.
Scope of work of the evaluation
The scope of this assignment includes the following
Technically conduct the evaluation
Develop protocol and tools for the evaluation based on the identified evaluation framework
Produce and share the progress of the evaluation to National PHC program team
The consultant is expected to produce the evaluation report and other supporting documents as deemed necessary
Major Duties and responsibilities:
Develop evaluation proposal including tools
Conduct data collection
Data analysis and report write up
Organize meeting and capture inputs from the meeting and incorporate to the document
Prepare regular progress reports to the IPHC-E
Share evaluation report to the IPHC-E
Report to: International Institute for Primary Health Care- Ethiopia (IPHC-E)
Place of Work: Addis Ababa and possible travel to regions
Duration of contract: One month (February 01, 2023 – February 28, 2023)
Minimum Education and Experience Required (Job Requirements) Qualifications;
A minimum of master’s degree in health sciences, monitoring and evaluation or health related disciplines and at least five (5) years of experiences
Experience in conducting course/training evaluation
Acquainted with the Ethiopian Health Policy, health System and who have proven skill and knowledge on PHC system
Knowledge of health leadership, management and governance of Ethiopian PHC system
Excellent communication skills and ability to work independently and in teams within a multi-cultural environment
Demonstrated analytical and report writing skill
Deliverables
Regular progress report on weekly basis
Final evaluation report including tools
