 Job Summary

The Logistics Officer is responsible for the effective and compliant management of procurement, warehouses, assets, and fleet operations. The role ensures timely availability of quality goods and services, proper storage and accountability of assets, efficient fleet utilization, and full compliance with organizational, donor, and government regulations.

Roles & Responsibilities:

Procurement Management

  • Plan, initiate, and manage procurement processes in line with approved procurement plans and budgets.

  • Prepare and process purchase requisitions, RFQs, ITBs, and RFPs, bid analysis, purchase orders, and contracts.

  • Ensure transparent, competitive, and compliant procurement practices.

  • Conduct market assessments and maintain updated supplier/vendor databases.

  • Liaise with suppliers to ensure timely delivery of goods and services.

  • Maintain complete and well-organized procurement documentation and filing systems.

  • Support contract management, including follow-up on delivery, quality, and payment.

Warehouse & Inventory Management

  • Manage warehouse operations to ensure safe, secure, and efficient storage of goods.

  • Ensure proper receipt, inspection, documentation, and issuance of stock.

  • Maintain accurate stock records using bin cards, stock cards, and inventory systems.

  • Conduct regular physical inventory counts and reconcile variances.

  • Ensure proper stacking, labeling, and adherence to FIFO/FEFO principles.

  • Maintain warehouse cleanliness, safety, and security standards.

  • Report losses, damages, and discrepancies in line with procedures.

Asset Management

  • Maintain accurate and up-to-date asset registers for all organizational assets.

  • Coordinate asset tagging, verification, and periodic physical counts.

  • Ensure proper asset allocation, movement tracking, and handover documentation.

  • Support asset disposal processes in accordance with policies and donor requirements.

  • Investigate and report asset loss or damage cases and recommend corrective actions.

Fleet Management

  • Oversee daily fleet operations to ensure efficient and cost-effective vehicle use.

  • Ensure vehicles are properly allocated, scheduled, and utilized.

  • Monitor vehicle logbooks, fuel consumption, mileage, and maintenance records.

  • Coordinate preventive maintenance, servicing, and repairs.

  • Ensure valid insurance, road licenses, and vehicle documentation.

  • Promote safe driving practices and compliance with fleet policies.

  • Support driver supervision, training, and performance monitoring.

Compliance, Reporting & Coordination

  • Ensure all logistics activities comply with organizational policies, donor rules, and national regulations.

  • Prepare regular logistics reports (procurement, warehouse, asset, and fleet).

  • Support internal and external audits by providing required documentation.

  • Coordinate closely with program, finance, and operations teams.

  • Identify operational risks and propose practical mitigation measures.

Working Conditions

  • The position may require field travel.

  • The role involves working in warehouse and office environments.

Required Qualifications

  • Bachelor’s degree in Logistics, Supply Chain Management, Procurement, Business Administration, Management, or a related field.

  • Professional certification in Procurement or Supply Chain Management is an added advantage. 

Required Experience

  • Minimum of 3–5 years of relevant experience in logistics, supply chain, or operations.

  • Proven experience in procurement, warehouse, asset, and fleet management.

  • Experience working with NGOs, UN agencies, or donor-funded projects is preferred.

Skills & Competencies

  • Strong knowledge of procurement and logistics procedures.

  • Excellent planning, organization, and coordination skills.

  • High level of integrity and attention to detail.

  • Strong analytical and reporting skills.

  • Ability to work under pressure and meet deadlines.

  • Proficiency in MS Office and logistics/ERP systems.

  • Good communication skills in English (local language knowledge is an asset).
