Job Purpose
The Procurement Expert is responsible for managing the end-to- end procurement lifecycle for the Institute. This includes the acquisition of specialized educational services, examination tools, ICT hardware/software, and general office supplies while ensuring compliance with the Procurement and Property management directive adopted by the institute and development partner guidelines
Job Requirements:
Education:
Bachelor's Degree in Supply Chain Management, Procurement, Business Administration, Management, Accounting or with related field of study
Experience:
Minimum of 5 years of relevant experience in in procurement, preferably within donor-funded projects or professional regulatory environments.
Experience with specialized systems: prior experience in procuring ICT platforms, digital learning tools, or examination services is highly advantageous
Quantity Required: 1
Contract Type: Full-time for one year with possibility of extension based on the performance
Location: Addis Ababa, Ethiopia
Salary: World Bank Funded Projects' Pay scale
Duties and Responsibilities:
Procurement Planning: Develop and implement an annual procurement plan aligned with the Institute's strategic initiatives and budget.
Tendering & Selection: Lead the preparation of Bidding Documents, Requests for Proposals (RFPs), and technical specifications in collaboration with others.
Sourcing & Vendor Management: Identify, evaluate, and maintain a database of qualified suppliers and service providers.
Compliance & Ethics: Ensure all procurement activities adhere to the competitive hiring and purchasing protocols mandated by the Institute and international partners.
Contract Administration: Oversee the negotiation of contracts and monitor vendor performance to ensure the timely delivery of goods and services.
Skills & Competencies
Deep understanding of Ethiopian public and public enterprises procurement proclamations, directives and international development partner procurement guidelines.
Integrity: Commitment to transparency and ethical procurement practices. Negotiation: Strong interpersonal skills to manage vendor relations and secure value-for-money.
• Analytical Thinking: Ability to analyze complex bids and technical specifications. Detail Oriented: High level of accuracy in documentation and contract management.
