The Opportunity
The position holder will be responsible. for the implementation of the Procurement Guidelines and Procedures of the organization. This responsibility through the processing and follow-up of requisitions into purchases and tenders.
Manage end-to-end procurement of goods and services for emergency and development programs.
Review and process requisitions in line with procurement plans, policies, and thresholds
Source suppliers, obtain quotations, and ensure value for money and timely delivery
Prepare bid analyses, support tender processes, and serve as secretary to procurement committees
Ensure quality control, proper documentation (GRN/GIN), and coordination of delivery/logistics
Facilitate payments in collaboration with Finance and ensure timely invoice processing
Track procurement activities, maintain records, and share regular status reports
Monitor lead times and ensure transparency in all purchasing transactions
Conduct market assessments and maintain an updated supplier database
Provide market intelligence on pricing, supplier capacity, and product availability
Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)
Understand and put into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC).
Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.
Ensure that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.
Job Requirements
The Individual
Qualifications/ experience essential:
Bachelor Degree in Business Administration, Management, Purchasing and Supplies Management, Supply Chain Management or related field
Minimum 3 years of relevant experience (not necessarily gained in an NGO or INGO) or demonstrated equivalent combination
Qualifications/Experience Desirable:
Experience in UN Or NGO environment involving in the procurement activities
Experience in emergency procurement is advantageous
Languages Required
Fluency in English language is essential
