Job Requirements
Education:
Bachelor's Degree or Master's Degree in Computer Science, Information Management Science, Data Science or with related field of study
Experience:
Minimum 5 years of relevant experience in MEAL, programme data management, information management, research, programme quality, or analytics within humanitarian/development settings.
Experience using SQL, Python, R, Power Query, or other data cleaning and analytics tools.
Experience in training and mentoring staff and partners on MEAL systems, digital tools, and data quality.
Location: Addis Ababa, Ethiopia
Contract: Initial contract 1 years (with strong prospects for extension)
Eligibility: Open to Ethiopian nationals only
Duties and Responsibilities
Strengthen MEAL Data Systems and Governance: Develop and maintain standardized MEAL data structures, governance procedures, digital workflows, and data quality systems to ensure reliable, secure, and well-managed program data.
Improve Evidence-Based Decision Making Through Data Analytics: Transform program and accountability data into dashboards, analysis products, learning briefs, and actionable insights that support program adaptation, management decisions, and overall program quality improvement.
Build Capacity and Promote Responsible Data Use: Strengthen staff and partner capacity in digital MEAL tools, data literacy, analytics, aligned data protection, and evidence use to foster a culture of learning, accountability, and informed decision-making.
Design and manage MEAL data systems, including indicator libraries, metadata, dashboards, codebooks, and secure data repositories.
Develop and maintain program analytics and dashboards using tools like Power BI, Tableau, Excel, SQL, Python, or R to support evidence-based decision making.
Lead the implementation and quality assurance of digital data collection tools such as Kobo, ODK, and CommCare, including training field teams and partners.
Conduct and strengthen data quality checks by identifying duplicates, outliers, missing values, inconsistencies, and disaggregation gaps in program data.
Analyze and improve feedback and complaint mechanisms, ensuring accountability, confidentiality, referral tracking, and actionable learning insights.
Support evaluations, learning activities, and evidence generation through analysis plans, learning briefs, workshops, and decision-support products.
Build staff and partner capacity on data literacy, responsible data management, GDPR compliance, and evidence use to strengthen program quality and accountability culture.
Skills & Competencies
Strong understanding of MEAL frameworks including logframes, theories of change, indicators, data quality assessments, evaluations, accountability, and learning processes.
Demonstrated experience creating analytical products such as dashboards, decision briefs, learning products, and analysis packs that influence programme decisions.
Practical expertise with digital data collection platforms including Kobo, ODK, CommCare, or similar tools, including form design and quality assurance.
Strong skills in data analysis and visualization, including advanced Excel and dashboard tools such as Power BI or Tableau.
Good understanding of responsible data management and GDPR principles, including confidentiality, informed consent, secure storage, and safe data sharing.
Ability to communicate technical analysis clearly to non-technical teams and support evidence-based programme decisions.
Excellent spoken and written English and Amharic skills, with willingness to travel to project implementation areas.
