Role Purpose

The Programme Development & Partnerships Coordinator will design, plan and coordinate development programmes from initiation through delivery and close-out. The Coordinator will ensure that projects are delivered within agreed scope, schedule, budget and quality requirements while maintaining strong relationships with clients, funders, partners and programme participants. The role will also identify new opportunities, lead high-quality proposals and grant or tender submissions, and maintain disciplined follow-up until suitable opportunities are converted into signed assignments. Current and potential assignments include youth training, employment creation, energy and health sectors along with other areas aligned with Intrinsic's consulting portfolio.

Duties and Responsibilities

Programme Design and Initiation
  • Define clear project objectives, outcomes, outputs and indicators in alignment with programme goals, client requirements and contractual commitments.

  • Establish and document the project scope, deliverables, assumptions, critical success factors and acceptance criteria.

  • Develop practical project plans covering activities, responsibilities, timelines, milestones, dependencies and decision points.

  • Identify the human, financial, technical and material resources required for successful delivery and support the formation of project teams.

  • Prepare and manage project budgets in coordination with finance, ensuring that plans remain realistic and within approved financial parameters.

Project Execution and Coordination
  • Lead, coordinate and motivate internal teams, consultants and external partners to achieve agreed project objectives and maintain high performance.

  • Assign and follow up tasks, clarify responsibilities and ensure the timely completion of activities and deliverables.

  • Manage projects in accordance with approved proposals, contracts, workplans, budgets, quality standards and client reporting requirements.

  • Allocate and manage project resources effectively and escalate capacity, scheduling or budget constraints early.

  • Coordinate field activities, workshops, training sessions, advisory engagements, meetings, travel and other implementation logistics as required.

  • Maintain regular, professional communication with clients, funders, programme participants, government counterparts, partners and other stakeholders.

  • Identify programme, operational, financial and reputational risks and implement practical mitigation and contingency measures.

  • Apply quality-assurance checks so that all outputs are accurate, complete, evidence-based and aligned with the agreed objectives.

  • Maintain organised and confidential project records, including agreements, workplans, correspondence, data, reports, approvals and deliverable versions.

Monitoring, Learning and Reporting
  • Track progress against workplans, budgets, milestones, deliverables and agreed performance indicators, and initiate corrective action when required.

  • Analyse quantitative and qualitative data, identify trends and translate findings into practical management decisions and programme improvements.

  • Prepare concise weekly updates and high-quality periodic, donor, client and management reports within agreed deadlines.

  • Document and share implementation lessons, effective practices, challenges and recommendations to strengthen future projects and proposals.

Stay abreast of relevant sector trends, project-management practices, business advisory approaches and emerging technologies and share useful learning with the team.

Client Engagement, Partnerships and Business Growth
  • Proactively approach prospective clients, donors, development partners and institutions through calls, emails, referrals, meetings and relevant professional forums.

  • Lead or support discovery meetings to understand client priorities, challenges, budgets, decision processes and procurement routes.

  • Translate identified needs into practical service concepts, scopes of work, value propositions and clear next-step plans for Intrinsic.

  • Present and pitch Intrinsic's capabilities confidently, tailoring the discussion to each prospective client, partner and opportunity.

  • Maintain timely, professional and persistent follow-up after meetings and proposal submissions; respond to clarifications and support negotiations through to contract signature.

  •  Build relationships with development partners, NGOs, public institutions, private companies, consulting firms, universities, associations and independent experts.

  • Identify consortium, subcontracting, referral and repeat-business opportunities and coordinate partner due diligence and inputs where required.

Proposal, Tender and Grant Development
  • Monitor tender portals, donor and development-partner opportunities, grant calls, procurement notices and relevant private-sector leads on a regular basis.

  •  Assess opportunities against eligibility, strategic fit, competitiveness, delivery capacity and submission requirements and maintain a prioritised opportunity pipeline.

  • Lead and coordinate persuasive, technically sound and fully compliant expressions of interest, concept notes, technical proposals, grant applications and tender submissions.

  • Analyse terms of reference and solicitation documents and develop compliance checklists, bid calendars, proposal outlines and internal workplans.

  • Coordinate technical, financial, operational and partner inputs, ensuring that responsibilities, assumptions and review deadlines are clear.

  • Draft and refine methodologies, workplans, organisational capacity statements, staffing approaches, risk considerations and other proposal components.

  •  Work with the finance team to align technical and financial proposals and confirm that outputs, timelines, staffing and budget assumptions are consistent.

  •  Edit and quality-check submissions for clarity, evidence, consistency, donor or client language, formatting and compliance before approval and timely submission.

  • Maintain an organised library of proposal content, credentials, project references, CVs, templates, outcomes and lessons from submitted bids.

Contracting and Assignment Mobilisation
  • Support the preparation and review of non-disclosure agreements, memoranda of understanding, teaming arrangements and service contracts in coordination with management.

  • Mobilise won assignments and ensure that the delivery team understands the client's expectations, proposal commitments, scope, deliverables, budget assumptions, timelines and key risks.

  • Maintain accurate records of client contacts, correspondence, opportunity status, proposal versions, agreements, deadlines and outcomes.
