In Ethiopia CEFA is registered since April 2018. Our main mission in Ethiopia is to ensure economic empowerment for women and youth living in rural areas and to offer sustainable opportunities for farmers.

About the project

Name of the project: WORK2gether: “Working together for sustainable employment and agricultural development in Ethiopia”

The project initiative aims at promoting access to education, decent employment, stable sources of income, food security, and sustainable agricultural practices for women, youth, and small-scale farmers in Ethiopia, by analyzing and addressing the root causes of irregular migration (SDG 4, SDG 2, SDG 8, SDG 10).

The project will be implemented in consortia with other international and local NGOs. 

ABOUT THE ROLE

CEFA is looking for a highly motivated and capable professional to fill the post of Project accountant ensuring adequate support to effective and transparent systems implemented for financial transactions, recording, field office resource management and project administration and timely reporting to management and relevant stakeholders.

Duties & Responsibilities:

  • Ensure that payment of project office taxes and other government obligations are completed on time;

  • Supervise administration procedures, regulations, ensuring compliance with CEFA ETS financial procedures as well as local obligations;

  • Maintain formats and other necessarily documents and reports in relation to assignments of the projects implemented in the office area of Asella;

  • Ensure proper maintenance and confidentiality of project personnel files and assist the administrator in providing an updated record regularly;

  • Prepare payrolls, overtime payments for all staff employed in Asella area office;

  • Maintain employee timesheets monthly basis;

  • Manage personnel file, record staff annual leaves and ensure the archive of all the necessary documentation;

  • Responsible for processing tender and procurement process in collaboration with Country Representative, Logistic and Liaison manager and Project Manager

  • Prepare monthly expenditure level update so to support the Country Manager and the Project Manager in proper planning future projects expenditures 

  • Supervise, revise and adjust all financial documents prepared and shared by project partners;

FINANCE

  • Ensure day to day accounting activities in respect of policies and procedures, state financial legal requirements and donor/organization guidelines;

  • Prepare monthly, quarterly, biannually and annually financial plan/report for the CO, field office, project lead organization, local regional authorities and ACSO;

  • Responsible for cash movements, journal entries and for daily cash reconciliations of the field office;

  • Responsible for voucher system and its management in accordance to the internal procedures;

  • Perform bank account reconciliations on monthly basis for all the bank accounts manager in Asella area office;

  • Categorize payments clearly and precisely under the appropriate expenditure codes of the project;

  • Provide ledgers and other relevant financial documents to the project documentation;

  • Ensure that purchase related expenses are supported with all the necessary financial and procurements procedures;

  • Check the quality of invoices and payment documents after payments are made according to the procurement procedures;

  • Control and follow up project accounts and receive and check bank and cash reconciliation from field offices;

  • Prepare tax (IT, WHT, pension) computations of the project payments;

  • Prepare vouchers, cheques, CPOs, transfer letters;

  • Assist the administrator in preparing all the documents needed for the audit process;

  • Keep relationships with suppliers and local authorities’ offices;

  • Perform any other task assigned by the Line Manager.

Job Requirements

EDUCATION AND EXPERIENCE REQUIREMENT:

  • Master’s degree in accounting, finance or related field;

  • Attested skills in the use of Peachthree or other accounting system;

  • A minimum of 5 years of related work experience;

  • Previous experiences with international NGOs and donors, in development projects

REQUIRED COMPETENCIES:

  • Fluent in English, Amharic and Oromiffa

  • Perfect knowledge of Ethiopian accounting, taxation and labor rules/regulation;

  • Relevant experience in Accounting;

  • Relevant experience in using Peachtree accounting software;

  • Relevant experience in procurement procedures;

  • Organizational and multi-tasking skills;

  • Computer skills, including Microsoft Office Tools;

  • Demonstrate proficiency with MS Excel spreadsheet skills;

  • Highly motivated and able to work independently, taking initiative, setting priorities;

  • Planning and prioritizing skills.
