The Opportunity 

The Business Development Coordinator leads successful proposal development, under the guidance of the Business Development Lead.  Coordinating, challenging and aligning a range of financial, technical, business development and programme inputs, and producing a high-quality proposal for development, humanitarian nexus to development and emergency programs that satisfies Plan International’s strategy and procedures.

The WASH and Shelter/NFI Coordinator provides strategic leadership and technical oversight for the effective planning, coordination, and implementation of Water, Sanitation, and Hygiene (WASH), Emergency Shelter construction, and Non-Food Item (NFI) interventions in Gambella. The role encompasses program implementation design, contextual adaptation, and technical support to proposal development, while ensuring the efficient management of day-to-day project activities. The Coordinator ensures that all interventions adhere to recognized humanitarian standards, including Sphere, UNHCR, UNICEF, and relevant national guidelines, and are delivered in compliance with donor and organizational requirements. The position also ensures that assistance is targeted toward the most vulnerable populations and implemented in a timely, accountable, and high-quality manner.

The coordinator represents the organization in program-area and field-level coordination forums, facilitates collaboration with government authorities, key stakeholders, clusters, and implementing partners, and ensures full compliance with organizational policies, minimum standards, and safeguarding requirements.

The post holder will be responsible for:

  • Plan, implement, and monitor WASH, Shelter, and NFI activities according to project objectives and standards.

  • Provide technical guidance on WASH infrastructure, emergency shelters, and NFIs.

  • Ensure quality assurance, adherence to Sphere, UNHCR, and national standards.

  • Maintain monitoring and reporting systems; track KPIs and report to management.

  • Coordinate with clusters, government counterparts, NGOs, and partners.

  • Train, supervise, and mentor field staff and partners.

  • Promote gender-sensitive, protection-focused, and community-engagement approaches.

Safeguarding Children and Program Participants (Safeguarding) and Gender Equality and Inclusion (GEI)

  • Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed per the appropriate procedures.

  • Ensures that all staff in the unit/function/department are properly inducted on and understand their role in upholding Plan International’s safeguarding and GEI policies;

  • Ensures that Plan International’s global policies for Safeguarding Children and Program Participants and Gender Equality and Inclusion are fully embedded in day-to-day work.

  • Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.

Job Requirements

  • Education in Master’s Degree/ Bachelor’s degree in Hydraulics, Water Engineering, Civil/Construction Engineering, Environmental Engineering, Public Health, Humanitarian, or a related field.

  • Minimum of 5 years of direct experience in WASH, Shelter, and NFI program coordination in humanitarian, recovery, or camp-based settings.

  • Experience in project start-up, field-level implementation, emergency response, rapid assessments, and multi-sectoral coordination.

  • Proven record-keeping, reporting, and project management skills.

  • Demonstrated ability in team management, capacity building, and stakeholder coordination.

  • Knowledge and application of Sphere standards in emergency and development contexts.

  • Experience with ERP/logistics management (e.g., SAP, Kobo, ODK) and technical software (AutoCAD, GIS, Google Map, EPANET) is an asset.
