Background
The Government of Ethiopia has received financial support from the World Bank to strengthen continental and regional infectious disease detection and response systems. EPHI is responsible for the implementation and administration of the project fund which needs considerable efforts to plan, administer, and follow-up. The project implementation Unit at EPHI is responsible for the administration of the project fund, and procurement activities which need considerable efforts to plan, prepare TORs, evaluate-tenders, award contracts and follow-up implementations.
For the effective implementation of this project, EPHI is looking for a Project Coordinator who will be responsible for the overall project coordination, ensure effective project management in consistent with agreements, manuals and project document throughout the life of the project. The coordinator will work closely with EPHI respective directorates who have role in the project, and work collaboratively with the MoH. The Project Coordinator/officer will provide the overall supervision and guidance to the project activities.
Objective
The objective of this post is to provide EPHI with a capacity to coordinate and implement the project in accordance with the MOU, and preparing overall project performance report timely. This will contribute to the success of the project as a whole. The Project Coordinator/officer is a project management expert who has an extensive, in-depth knowledge and experience in project coordination process, and understands the legal, operational and human resource aspects and is expected to assure the proper execution of the project at all level as per the project agreement. The project coordinator applies his/her knowledge of expertise to all steps in the project implementation process.
Job Requirements
Education:
Master’s Degree in Public Health, Business Administration, Management, Economics, or with related Social Science or Development Studies fields
Experience:
At least 10 years of professional working experience preferably with experience in project management or coordination and monitoring and evaluation in international development organizations or programs
Understanding and experience of Ethiopian health system policies and strategies is preferred
Familiarity with the WB projects and ability to use the Bank’s online financial and procurement application systems is advantageous
Contract Duration and Remuneration
The contract will be for one year but extendable depending on the satisfactory performance and the need as of business continuity.
Salary will be negotiated based on the qualifications and experience.
Duties and Responsibilities
Coordinate and monitor all activities related to Africa CDC Regional Investment Financing Project
Plan, implement, monitor and evaluate the project in consultation with all concerned stakeholders.
Ensure efficient and effective implementation of the project through close supervision and tracking as per the project agreement.
Manage and direct staff under him/her on all aspects of the project management.
Monitor the performance of the project and report to EPHI management for issues, which require timely intervention.
Prepare project regular progress reports as per the project implementation manual.
Participate in technical meetings as needed in conjunction with the project.
Maintain all the necessary documentations relevant to the project during the life time of the project
Serve as liaison to the World Bank Country Office with respect to the project
Facilitate the task of the WB missions.
Collaborate and liaise with concerned stakeholders.
Participate in bidding processes for civil works, goods and services as necessary.
Perform any other relevant tasks as delegated and required by EPHI.
