POSITION SUMMARY
Job Title: Project Manager
Duty Station: Bishoftu City Administration with frequent travel to project implementation sites
Report to: National Director
Supervises: Education, Livelihood, Health, and M&E Officers
Job Grade: IV
Liaison with: Finance and Admin; Communication and Knowledge Management; Partnership and Community Engagement Leads
The Project Manager is responsible for the day-to-day operations of the project. You are expected to meet and exceed the organization's performance and delivery goals, ensure that all TRI projects are designed, implemented and completed on time and within the designated budget. And you will oversee the project/s activities to ensure the project objectives meet the desired outcomes are achieved. In addition, you manage the field-based TRI staff to work effectively, and to ensure that resources are used in the most efficient way. Moreover, you are also responsible for project design, implementation, and review. Furthermore, you work closely with relevant government entities at national, regional and local level.
Key Result Areas: The success of this role is measured by key result areas which are listed below:
Leading the TRI project office staff in designing and implementing programming in collaboration with government and civil society partners;
Ensuring sound project design and logic; as well as data management of program data;
Advancing all levels of stakeholder relationships that further TRI’s work in the target area.
Designing tools and templates to improve, optimize and streamline all areas of implementation, learning, and coordination.
Increase efficiency and quality of project implementation by analyzing gaps and barriers, identify optimization opportunities, and troubleshoot issues in processes and workflows.
Research and implement best practices for transformational and sustainable development in rural contexts.
Program & Project Management
Manage the full project design cycle and ensure programming is adaptive and responsive to community needs
Oversee implementation to make sure project activities are completed within the specified timeframe and milestones are achieved
Coordinate and optimize quarterly and annual project review processes to strengthen learning and accountability
Analyse project challenges and identify practical, creative solutions to keep activities on track
Provide policy feedback to the National Director to inform continuous improvement of Three Roots International policies and practices
Carry out additional tasks as needed to support the success of the program
Monitoring, Evaluation, Accountability & Learning (MEAL)
Develop and maintain a comprehensive monitoring and evaluation system to track project progress and results.
Design, test, and manage information-gathering and data-collection tools for timely and accurate reporting
Disseminate project achievements and support mechanisms for information sharing, learning, and reflection among stakeholders
Conduct research on current trends and changes in the project’s thematic areas to inform program relevance.
Finance & Resource Management
Ensure timely submission of financial and narrative reports of Education., Livelihood and Health projects
Undertake preparation of annual budgets, monthly, and quarterly financial budgets and reports, and support new funding requests
Coordinate logistics, including the distribution of goods to field sites, and ensure supplies arrive safely and on time
Risk Management & Compliance
Identify and proactively manage risks to maximize project benefits for communities and stakeholders
Assess potential risks and opportunities, and develop mitigation and opportunity-cultivation strategies
Conduct quality assurance checks to ensure project standards and donor requirements are met
Uphold safety and security protocols for field staff in line with Three Roots International’s standards
Partnership, Networking & Representation
Build and sustain strategic partnerships with local governments, NGOs, and other relevant actors for collective impact
Manage partner agreements and ensure smooth, collaborative working relationships
Represent the project by organizing, attending, and contributing to stakeholder and coordination meetings
Provide technical support and facilitate knowledge transfer with partners and relevant stakeholders
Capacity Building & Knowledge Sharing
Lead in planning and organizing workshops and training tailored to beneficiary and project staff capacity needs
Conduct supportive supervision visits to community field sites and provide guidance to project staff and stakeholders
Actively engage on platforms and systems for sharing lessons learned, experiences, and best practices across the project
People & Team Management
Lead, inspire, and motivate the project team at the field office to deliver high-quality results.
Coordinate effectively with consultants and volunteers to enhance project capacity.
Supervise, coach, train, and evaluate the performance of team members to strengthen skills and accountability.

QUALIFICATIONS AND REQUIREMENTS
Education:
Bachelor Degree preferably Masters Degree in Development Studies, Project Management, Economics or other related disciplines. Additional training and certification in project management would be an advantage.
Experience:
At least 5 years of relevant project design, coordination and management experience is required at the national or international level in the areas of community development, 2 of these years must be with an international NGO
Proven experience of designing, implementing and managing Health, Education and Livelihood (expertise to SHG Approach) programs
Previous experience in rural community development or humanitarian sector; including project design, implementation, and monitoring and evaluation.
Excellent organizational, interpersonal, oral, and written communication skills.
Demonstrated competence to quickly problem-solve work planning issues to mitigate delays and support timely delivery.
Excellent MS Office application skills including MS-Word, MS-Excel, MS-Access, MS-Power point, etc.
Previous experience using Google Drive and Workspace an advantage
Excellent computer skills and advanced knowledge of spreadsheet and database packages, experience in handling web based management systems.
Adaptability changing situations, overcomes obstacles and recovers quickly from set-backs
Proven ability for team building, management and motivation experience and to foster team synergy.
Proficiency in leading and managing a multidisciplinary and diverse team
Language Skills:
Strong verbal and written communication skills in both English and Amharic, with the ability to convey information clearly and concisely; proficiency in Afan Oromo is desirable.
