Objectives: 

  • Provide technical and logistical support and coordination for infrastructural project activities. 

Ensure the implementation of the relevant activities according to available budget and pre-defined schedule

Expected Results: 

  • Construction/rehabilitation works, logistics activities and procurement of goods and services fulfilled on time and with the required quality.

  • Reports on the activities carried out and updates on the status of relevant activities are regularly shared with the Line Manager, Coordination Team (Regional Head of Programme, Finance Manager, Deputy Country Director and Country Director), and with HQ Construction Department.

Duties and Responsibilities

  • Support project teams, country coordinators, local technical consultants and HQ Construction Department in the preparation and implementation of project activities in the areas of competence, ensuring their timely execution. Specific activities may include for the infrastructure component:

  • Develop progress reports, site visits and inspections reports regularly;

  • Manage contracts and relations with construction companies;

  • Facilitate and participate in site meetings;

  • Carry out inspections and sign certificates of payment and delivery of works or services.

    • Supervise construction and rehabilitation related project activities, and liaise with all in     ternal and external stakeholders (such as, project-based teams and Coordination Staff, HQ, local consultants, suppliers and construction companies, donors and local authorities) to enable smooth and regular processes and communication. More specifically:

  • Ensure that construction companies guarantee the availability of materials and equipment required for the project activities entrusted to them;

  • Anticipate and timely report delays and unforeseen events;

  • Identify potential critical issues, analyse and propose solutions to any problems that require further design work or changes/modifications.

  • Report any change requests by beneficiaries to be evaluated and negotiated with the various parties involved

    • Support the on-site teams in need assessments, data collection/forecasting, drafting of procurement plans, fund requests and documentation for procurement procedures.

    • Support Procurement and Logistic teams in market, product and supplier research and related capacity and requirements assessment.

    • Participate in tender evaluation committees, if needed.

    • Ensure compliance with Ethiopian laws and regulations, and with workplan and timelines agreed with suppliers and construction companies, as well as local consultants.

    • Draw up regular activity reports and forward the documents collected/produced in a timely manner.

    • Any additional assignment, according to the position, given by the Project Manager.

Job Requirements

  • BA/Degree in civil engineering/structural engineering/architecture

  • Good knowledge of English (spoken and written)

  • Strong experience in using MS package (Excel, Word), CAD package, Acrobat

  • Good understanding of Ethiopian relevant laws and regulations

  • Proven experience in the field of construction site management, WASH, mechanical, electrical and plumbing engineering of at least 5 years   

  • Proven experience in the field of international cooperation, NGOs, United Nations, agencies, etc. of at least 3 years 

  • Experience in Tigray region is preferable.
