Project for Resilient Reconstruction of Conflict-Affected Communities in the Northern Ethiopia

This Project, funded by Japan International Cooperation Agency (JICA), aims to contribute to promoting inclusive and rapid recovery in the conflict-affected areas of Northern Ethiopia, based on the government's recovery and development plans and strategies. It will validate and present a recovery and development approach by implementing recovery and development pilot activities in education and livelihood improvement sectors that address community recovery needs, promoting effective use of internal and external resources, and strengthening the capacity of federal, regional, and woreda governments/offices.

The Project are being implemented in Afar region for one and half years (March 2026 – October 2027): The pilot activities are currently being planned and will be implemented in Afar to examine the basic model of the recovery and development approach. Following that, the Project will finalize the recovery and development approach based on the verification results and lessons learned from the pilot activity.

 The Youth, Peace and Security (YPS) component supports young people in conflict-affected communities to strengthen their livelihoods, participate in community recovery, and build relationships across communities in coordination with other components of the Project. The activities aim to strengthen both economic opportunities and young people’s sense of belonging, confidence, and constructive participation in their communities. The main activities of YPS are:

  1. Youth group business development and livelihood support at woreda and community levels, including business planning, start-up advice, and regular monitoring.

  2. Short-term vocational training in collaboration with one TVET College and other relevant institutions, linked to local employment and business opportunities.

  3. Youth participation in community recovery, exchanges between young people in Semera and the Project target areas, and development of a community space for youth activities.

 Job Summary

The YPS Coordinator will support planning and implementation of the activities of YPS under the direct supervision of the Project Team. S/he will provide management and technical support to the Project Team, monitor progress against plans, and report against agreed schedules. S/he will ensure the Project receives technical and operational support to ensure quality programming and intended impact.

Responsibilities

  • Plan, organize, implement, and manage the activities of YPS, including youth group business support, vocational training, and youth exchanges

  • Ensure that the activities of YPS are executed following the Project policies, approaches, procedures of the Project Team, and the detailed plan

  • Conducts regular field trips to the target activities’ area, and undertakes periodic monitoring to follow up on the status of the activities’ implementation

  • Provide practical advice and monitoring support to youth groups on business planning, start-up, marketing, and basic financial and asset management

  • Support the training in efforts to fully involve the key stakeholders, especially youth, community members and woreda government, and provide overall technical support

  • Ensure productive relationships are established and maintained with the woreda offices, regional bureaus and other relevant government institutions

  • Coordinate and conduct related assessments on youth activities in the Project target areas

  • Collect basic information, best practices, case studies and lessons and reports to the Project Team

  • Translate and summarize documents submitted by local stakeholders into English, and support drafting and discussions of agreements and other project documents in English

  • Translate project documents from English into Afar and facilitate discussions with youth groups and communities to ensure their understanding and agreement

  • Assist the Project Team in the preparation of Project reports and documents per JICA and/or IC Net reporting schedules and formats

About you

Qualifications

Required:

  • Knowledge of the local socio-cultural context of Afar

  • Proficiency in spoken and written English and Afar,

  • Minimum of 5 years of experience in business management, business support or youth development, including practical experience in operating or advising small businesses

  • At least a bachelor's degree in business administration, education, livelihood and community development, or a related field of study

  • Good interpersonal communication skills and ability to effectively liaise with government, community, and other stakeholders

  • Proficiency in monitoring and evaluation and report writing

  • Proficiency in standard MS office

  • Understanding of the importance of gender, youth, and social inclusion

 Desired:

  • A master’s degree in the above-mentioned fields is highly evaluated

  • Work experience in implementing relevant program/project supported by development partners and NGOs/CSOs in Afar

  • Skills in organizing and facilitating training programs

  • Experience in establishing and operating a small business

  • Educational background or work experience in education or vocational training

Job Requirements The successful candidate should possess a Bachelor’s Degree in a relevant field, while a Master’s Degree in the above-mentioned fields is highly preferred. The candidate should have relevant professional experience in implementing programs or projects supported by development partners, NGOs, or CSOs, preferably in the Afar region. Experience in organizing and facilitating training programs is also required.
