About Premier Urgency International
Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency.
PUI works in 10 areas of intervention and distinguishes itself by the implementation of an integrated approach in its response. This method aims to identify and understand the needs of all those affected by a crisis. Our teams come together to bring a rapid global response to the basic needs of populations affected by humanitarian crises to help them regain independence and dignity.
PUI in Ethiopia:
Following the north Ethiopia conflict which erupted in 2020 and the reports of recurrent drought which is affecting the life and livelihood of millions in different regions of Ethiopia, PUI decided to contribute its part to address the humanitarian needs triggered by both manmade and natural disasters. PUI has been registered with FDRE Authority for Civil Society Organization (ACSO) since June 22, 2022, to enable the organization to operate legally in the country.
Since then, PUI has been providing humanitarian assistance in Afar, Benishangul Gumuz and Amhara Regional’s addressing the needs of population affected by both manmade and natural disasters. The organization has been exploring the potential gaps in terms of humanitarian assistance in the regions where it is currently intervening and other regions.
The current projects in the Afar, Benishangul-Gumuz, and Amhara regions mainly focus on improving access to health and nutrition services for populations affected by conflict and drought. PUI is working in close collaboration with local health authorities to support the revitalization of conflict-affected health systems in these regions.
In the Metekel Zone of Benishangul-Gumuz Region, PUI is implementing humanitarian assistance programs in Debatie, Bullen, and Dangur woredas. In the Afar Region, PUI is supporting nutrition services in Abala town, Abala rural woreda, Berhale, and Dallol woredas of the Kilbati Rasu Zone. In the Amhara Region, PUI is working in Mota, East Gojjam Zone.
Overall Objective:
The Protection Officer will ensure that protection, Iha, and GBV interventions are effectively implemented and integrated across all sectors. The position emphasizes risk reduction, survivor-centered support, and community engagement, while strengthening systems that ensure safe and equitable access to services.
Tasks and Responsibilities
ENSURE THE IMPLEMENTATION AND MONITORING OF PROTECTION ACTIVITIES
Ensure effective implementation of protection and GBV interventions: This includes translating project plans into field-level activities, ensuring quality, timeliness, and adherence to protection standards.
Strengthen protection mainstreaming across sectors: The officer ensures that Health, Nutrition, and WASH services identify and reduce protection risks and are accessible to vulnerable populations.
Support risk identification, mitigation, and response mechanisms: This involves systematically identifying protection threats and implementing practical measures to reduce harm.
Enhance community awareness and participation: Communities are empowered to understand risks, access services, and actively contribute to protection solutions.
Promote safe, dignified, and inclusive programming: All activities must uphold dignity, avoid harm, and ensure inclusion of marginalized groups.
Scope of Work
Protection and GBV Programming
Implement protection and GBV activities in line with project plans: Carry out planned interventions such as awareness sessions, distributions, and support services according to agreed timelines and standards.
Conduct protection risk assessments, safety audits, and monitoring: Identify risks in communities and service points (e.g., water points, health facilities) and analyze how they affect different groups.
Support establishment of Women and Girls’ Safe Spaces (WGSS): Help create safe environments where women and girls can access psychosocial support, information, and referrals.
Ensure safe identification and referral of vulnerable individuals: Detect individuals at risk (especially GBV survivors) and connect them to appropriate services without causing harm.
Oversee dignity kits and MPCA distribution: Ensure assistance is delivered safely, based on vulnerability criteria, and with respect for confidentiality and dignity.
Protection Mainstreaming
Integrate protection principles into sectoral activities: Work with Health, Nutrition, and WASH teams to ensure their services do not expose beneficiaries to risks.
Ensure services are accessible, safe, and inclusive: Address barriers faced by women, persons with disabilities, elderly, and other vulnerable groups.
Provide technical guidance on GBV risk mitigation: Advise teams on practical adjustments (e.g., safe site selection, gender-sensitive facilities).
Capacity Building
Deliver training to service providers and stakeholders: Build knowledge and skills of frontline workers and partners on protection-related topics.
Train on key protection and GBV topics: Ensure participants understand core principles such as confidentiality, survivor-centered approach, and ethical conduct.
Provide ongoing mentorship and supervision: Reinforce training through coaching and follow-up support to ensure practical application.
Community Engagement and Awareness
Conduct awareness sessions on protection and GBV: Educate communities on risks, rights, and available services.
Strengthen community-based protection mechanisms: Support local groups to identify risks and implement solutions.
Ensure inclusive participation: Engage women, youth, persons with disabilities, and marginalized groups in meaningful ways.
Case Management and Referral Systems
Support development of referral pathways and service mapping: Identify available services and ensure clear procedures for referrals.
Ensure adherence to protection principles: Maintain confidentiality, obtain informed consent, and prioritize safety in all interactions.
Coordinate with health services for GBV care: Ensure survivors can access clinical management and psychosocial support.
Monitoring, Evaluation, Accountability, and Learning (MEAL)
Collect and analyze protection data (SADD): Gather data disaggregated by sex, age, and disability to inform programming.
Contribute to reporting and documentation: Provide accurate and timely updates on activities and results.
Support accountability mechanisms (AAP): Ensure communities can provide feedback and influence programming.
Facilitate complaint and feedback systems (FCRM): Ensure safe and accessible channels for reporting concerns.
Coordination and Representation
Coordinate with government and partners: Work with relevant offices and organizations to ensure aligned and effective responses.
Participate in coordination meetings: Represent the project in technical forums and share updates.
Strengthen community-service provider linkages: Improve communication and trust between communities and service providers.
Expected Deliverables
Protection and GBV risk assessment reports: Documents highlighting key risks, vulnerabilities, and recommendations.
Training materials and reports: Evidence of capacity-building activities and outcomes.
Activity reports (monthly/quarterly): Regular updates on progress, challenges, and achievements.
Updated referral pathways: Clear and functional service mapping tools.
Community engagement documentation: Records of awareness sessions and participation.
Inputs to donor reports: Contributions to narrative and results reporting.

Job Requirements
Education Degree:
Relevant academic background; Ensures theoretical understanding of protection, gender, and social issues.
Degree in psychology, social Work or Sociology
Language:
Amharic and English
Any other local language is an advantage
Work Experience:
More than 3 years of relevant experience
Demonstrates practical experience in similar humanitarian contexts.
Knowledge of protection frameworks: Ensures alignment with global standards and best practices.
