Project Background

REILA is a joint initiative funded by the Governments of Ethiopia and Finland, running from September 2024 to August 2028. The project’s primary goal is to strengthen the land rights of smallholder farmers by improving registration procedures, enhancing the capacity of land professionals, and producing precise parcel boundary maps.

With additional funding from the European Union (EU), REILA is expanding its support for private and communal land certification, institutional capacity development, EUDR compliance, and policy reform.

Under the overall supervision of NIRAS, Ministry for Foreign Affairs of Finland (represented by the Embassy of Finland in Ethiopia) and Land Administration and Use Lead Executive Office in MoA (RLAULEO), under the direct supervision of the CTA REILA and in close cooperation with the REILA Technical Assistance Team, the Regional Expert will:

  • Provide all regional technical, operational and logistic assistance to REILA management and the regional Bureau of Agriculture (BoA) as required to implement all outcomes and outputs of REILA;
  • Be responsible for coordinating and produce annual and 3-monthly work programmes, including the corresponding budget requests in close cooperation with BoA;
  • Directly support all programmed field activities of REILA, including land certification, GESI and M&E activities, NRLAIS functioning, CSA and SSM initiatives, EUDR activities, among others;
  • Organise and support training exercises for regional, woreda and kebele staff as required;
  • Monitor and report regularly to the CTA and RLAULEO on progress in the regions
  • Support the M&E and GESI activities in the region
  • Secure that social inclusion (ethnicity, polygamous marriages, vulnerable groups) will be duly addressed in the systematic registration process, including the respective roles and responsibilities of paralegals in the systematic registration filed teams
  • Collaborate with GoE agencies and institutions particularly at regional, woreda and kebele levels as well as with the private sector, civil society, donor community and other relevant stakeholders at these levels
  • Coordinate preparation of regional workshops, meetings and visiting missions
  • Identify implementation constraints and find timely solutions to them together with the partner organisations

Job Requirement

  • Qualifications:
    • University degree or strong experience in a field relevant to land administration, e.g., land surveying, land law, land use planning, land management and soils;
    • Good knowledge in the fields of land tenure and land administration with direct experience in systematic registration processes and NRLAIS in Ethiopia
    • Contextual and specific knowledge on land administration and natural resources management in South West Ethiopia region;
  • Experience
    • Minimum of 5 years of relevant professional experience
    • Good working knowledge in Amharic and the English language

Duration: 2 years (with possible extension)

Salary: As per the project salary scale

Duty Station: Bureau of Agriculture (BoA) in Bonga, Southwest Regional State
