1. Background
The Center for Budgetary Governance Advocacy (CBGA) is a local civil society organization based in Addis Ababa that works to advance fiscal transparency, accountability and gender-responsive budgeting. CBGA is implementing the project “Advancing Gender Equity and Transparency in Budgetary Governance in Addis Ababa.”
A central output of the project is a Gender Budget Scorecard that analyses City and Woreda budgets in Addis Ababa through a gender lens. CBGA is seeking a qualified Finance Expert (individual consultant or firm) to lead the data collection, analysis and drafting of this Scorecard.
2. Objective of the Assignment
To produce a rigorous, evidence-based Gender Budget Scorecard that examines how Addis Ababa City Administration and selected Woreda budgets allocate resources relevant to gender equity, over a three-year period (FY 2023/24 to FY 2025/26), and to present clear findings and actionable recommendations.
3. Scope of Work
Under the guidance of the Project Manager, the consultant will:
Collect budget documents and related fiscal data from the Addis Ababa Bureau of Finance and selected 3 Woreda finance office.
Organise and process the collected budget documents using the project’s AI-assisted document-analysis tools (OCR and keyword scanning), which will be made available to the consultant.
Conduct a variance analysis across at least eight (8) priority budget lines, together with a three-year trend analysis (FY 2023/24–FY 2025/26).
Analyse the data through a gender lens and develop the analytical content of the Gender Budget Scorecard, including findings, disaggregated insights and recommendations.
Present preliminary findings to an expert validation workshop of five (5) public finance specialists and incorporate their feedback.
Support CBGA in finalising the Scorecard for publication.
4. Deliverables and Timeline
Deliverables are:

Payment will be linked to satisfactory acceptance of deliverables, on a schedule to be agreed in the contract.

5. Required Qualifications and Experience
Bachelor’s Degree (preferably Master’s) in Accounting, Public Finance, Economics, Development Economics, or a closely related field.
Demonstrated experience in public budget analysis and public financial management; experience in gender-responsive budgeting is a strong asset.
Sound knowledge of Ethiopian government budget structures and familiarity with Bureau of Finance / Woreda finance processes.
Experience using data-extraction, OCR or document-analysis tools, and conducting variance and trend analysis.
Excellent analytical and report-writing skills; proficiency in English and Amharic.
6. Application Requirements
Eligible applicants must submit:
A technical proposal (maximum five pages) showing understanding of the assignment, proposed methodology and a work schedule.
Curriculum vitae of the proposed expert(s), with at least two references and one relevant sample of previous budget-analysis work.
A financial proposal stating the daily professional fee and total cost, inclusive of all taxes.
For firms: a renewed business/trade licence and TIN/VAT registration certificate.
7. Evaluation of Proposals
This is a consultancy assignment and will be evaluated using a two-envelope, quality-and-cost-based method under CBGA’s procurement procedures. Technical and financial proposals will be assessed separately: the technical proposal carries 70% (qualifications, relevant experience and quality of methodology) and the financial proposal 30%. Only proposals meeting the minimum technical standard will have their financial proposals considered. CBGA may shortlist and interview leading candidates before award.

General Conditions
All prices must be quoted in Ethiopian Birr (ETB) and be inclusive of all applicable taxes.
Award will be made following evaluation and recommendation by CBGA’s Purchase Committee and approval by the competent authority in accordance with CBGA’s Financial Policy and Procedures Manual.
Applicants must not appear on any European Union or United Nations sanctions list. CBGA will screen applicants, and their owners and key personnel, against the EU consolidated and UN sanctions lists before award.
CBGA reserves the right to accept or reject any or all proposals, in whole or in part, without incurring any obligation to inform the affected applicant(s) of the grounds.
Canvassing of CBGA staff or board members in connection with this RFP will lead to disqualification.
The successful applicant will sign a contract with CBGA and must comply with the value-for-money, ethics, anti-fraud, anti-corruption, anti-terrorism-financing, conflict-of-interest, and safeguarding requirements of the European Union and Christian Aid.
The successful applicant must reproduce the EU emblem, funding statement and disclaimer on all deliverables and outputs produced under the contract, and must not engage any sub-contractor or party that is subject to EU or UN sanctions.
The successful applicant must retain all records relating to the contract and grant CBGA, Christian Aid, the European Commission, the European Anti-Fraud Office (OLAF) and the European Court of Auditors access to its records, personnel and premises for the purposes of verification, checks and audit.
This RFP does not commit CBGA to award a contract or to pay any costs incurred in preparing or submitting proposals.
