GENERAL DESCRIPTION OF THE ROLE:

The Safety & Access Officer will be responsible for the development and implementation of safety and access strategies within their regional remit. This role ensures that robust security systems are in place to support GOAL Ethiopia humanitarian operations, while enabling safe access to affected populations. The officer will provide expert analysis, training, and strategic guidance to country teams, working closely with senior leadership to ensure staff safety and operational continuity in complex and volatile environments

KEY AREAS OF ACCOUNTABILITY/DUTIES

1. Strategic Safety & Access Management

Implement their designated regional specific safety and access strategies aligned with organizational policies and humanitarian principles.

Support Safety & Access Manager in integrating safety and access considerations into program planning and delivery. Advise on risk mitigation measures and contingency planning for field operations.

2. Security Systems Oversight

Ensure implementation, and regular review of security management systems within their designated region.

Conduct field assessments and audits to evaluate the effectiveness of current safety protocols.

Lead local incident management processes and ensure lessons learned are captured and applied.

3. Contextual Analysis & Reporting

Monitor and analyze political, social, and conflict dynamics within their regional responsibility, producing regular security updates and forecasts.

Provide timely and actionable advice to senior leadership based on contextual developments.

Maintain strong networks with local and international security actors to enhance situational awareness.

4. Capacity Building & Training

Deliver tailored safety and access training for staff at all levels, including crisis response, personal safety, and access negotiation.

Promote a culture of safety and preparedness across their operational field offices.

This will include promoting capacity building of local partners and local communities.

5. Coordination & Representation

Act as the primary safety and access focal point for their operational area, liaising with the Safety & Access Manager and the Senior Safety & Access Officer

Represent the organization in relevant security coordination forums and inter-agency platforms.

Collaborate with peer agencies to share information and coordinate access strategies.

Qualifications & Experience:

  • Bachelor’s degree in security management, Political Science, Police Science, and related Humanitarian Studies or equivalent experience in a similar role.

  • Minimum 5 years of related experience which direct 3years in safety and access roles, preferably in complex emergencies.

  • Proven experience in Ethiopia or similar contexts.

  • Strong understanding of humanitarian principles, access negotiation, and conflict sensitivity.

  • Demonstrated ability to deliver training programs.

  • Excellent analytical, communication, and interpersonal skills.

  • Fluency in English required; knowledge of local languages is an asset.

  • Compliance Issues

  • Familiarize self and understand GOAL’s donor compliance issues, specifically with respect to the terms and conditions of the donor or donors the programmes are funded by and comply with same in area of responsibility.

  • Participate in grant management meetings and present respective part to participants,While preparing and finalizing donor financial budgets and workings, make sure that they are sent to the Donor Compliance Department so they can place them in the central donor section
