About the Position:

MS Consultancy PLC is seeking qualified and experienced Resident Engineers for Consultancy Service for the Citywide Inclusive Sanitation Plan Feasibility Study and Detailed Design of Fecal Sludge and Wastewater Management System 

Key Responsibilities:

  • Evaluate existing sanitation infrastructure (liquid waste, solid waste, storm water, drainage).

  • Conduct household/institutional surveys to identify service gaps and gather baseline data.

  • Review the institutional, financial, regulatory, and environmental frameworks influencing service delivery.

  • Identify key local stakeholders, perform key informant interviews, and conduct social/gender assessments.

  • Incorporate feedback from community sessions, ensuring local perspectives are integrated into solutions.

  • Analyze and recommend technical solutions (FSTP, WWTP, decentralized systems).

  • Develop 2–3 viable, cost-effective sanitation improvement options with technical, financial, and environmental feasibility assessments.

  • Prepare an integrated sanitation plan that includes infrastructure layouts, service models, preliminary cost estimates, and institutional arrangements.

  • Define investment plans with timelines, phasing, and potential funding strategies.

  • Carry out detailed engineering for proposed infrastructure (FSTPs, WWTPs, trunk sewers, pumping stations).

  • Prepare technical specs, BoQs, drawings, site layouts, and implementation plans.

  • Assist in or review ESIAs, incorporating climate resilience, gender considerations, and adherence to local/international standards.

  • Align designs and policy recommendations with broader CWIS objectives.

  • Contribute to the preparation of tender documents (in line with WB/PPPA formats).

  • Provide on-site guidance, review shop drawings, and inspect materials during construction.

  • Develop O&M manuals and deliver training sessions for municipal staff and operators.

  • Promote local capacity to manage, operate, and maintain sanitation systems long-term.

  • Prepare progress and final design reports, including cost-benefit analyses.

  • Collaborate with key experts to ensure integrated, cohesive project delivery and timely communication with stakeholders.

  • Review and approve major design decisions, ensuring compliance with citywide inclusive sanitation goals, national codes, and donor requirements.

  • Develop and refine the overall Project Implementation Plan in line with the ToR.

  • Maintain a master schedule, set deadlines, assign tasks, and monitor progress.

  • Identify and mitigate project risks (technical, financial, environmental, social).

  • Serve as the primary point of contact for the client, municipal authorities, and donors.

  • Organize progress meetings, workshops, and site visits to facilitate stakeholder dialogue and collaboration.

Job Requirements

Qualifications and Experience:

Education: 

MSc/BSc   in Sanitary Engineering, or related fields

Experience:

  • Minimum of 16/18 years of professional experience in sanitation and wastewater infrastructure projects.

  • Proven experience in the design of sewerage systems, Wastewater Treatment Plants (WWTP), and Fecal Sludge Treatment Plants (FSTP).

  • Experience in Citywide Inclusive Sanitation (CWIS) projects is highly desirable.

  • Strong technical report writing and communication skills.

  • Demonstrated experience in leading, coordinating, and managing multidisciplinary design teams and projects
