BACKGROUND
The National Data Management Center for Health (NDMC) at EPHI is in charge of centrally archiving health and health-related data; ensuring data governance and security; creating platforms for data sharing; processing and managing data using robust data analytic techniques, dataset integration, and data science; generating and synthesising national and subnational burden of disease evidence; and ensuring evidence utilization for decision-making by the Ministry of Health (MoH) and other relevant stakeholders at local, sub-national, and national levels.
In line with this, the Bill and Melinda Gates Foundation has provided financial support to the National Data Management and Analytics Center for Health (NDMC) and the University of Washington's Institute of Health Metrics and Evaluation (IHME) to build NDMC’s capacity, provide national and subnational burden of diseases, translating evidence to decision making. The NDMC is responsible for developing systems and infrastructure for data sharing, disease surveillance and reporting, conduct integrated data analysis, generating national and subnational burden of disease estimates, evidence synthesis, evidence translation, and database development, as well as serving as a regional and national information hub. Hence, we are looking for a high-caliber senior demographer with the required qualifications and experience to help them carry out these duties effectively.
OBJECTIVE
The goal of this position is to ensure the deployment of a high-caliber senior demographer who can technically lead the demography parts of national and subnational burden of diseases study, contribute to the network of demographers network local, regional, and continental partners, as well as the Africa CDC, in order to build data analytics, disease surveillance and reporting, integrated data analysis, and data sharing. To this end, EPHI wants to recruit a SENIOR DEMOGRAPHER.
ROLES and RESPNOSIBILITIES
· Lead demography component of national and subnational burden of disease study and related researches of the center with considerable application of advanced demographical techniques and working closely with local, sub-national ACDC and regional partners
· Articulate national research strategies, research questions and action plans
· Design different types of health and demographic research, research proposals and protocols that use secondary epidemiological data.
· Assess the quality of socio-demographic and public health data collected from different sources and determine its use for generating evidence to support health policy decision
· Technically lead burden of disease team on demographic data management and analyses techniques, tools, methods and in setting indicators for evidence generation and visualization platforms
· Provide technical support to the burden of disease team and evidence generation and translation team in developing evidence use tracking mechanisms at national and regional levels
· Disseminate demographic research findings using different scientific and media outlets including organization of workshop, scientific presentations, producing evidence briefs, communication through mass media.
· Write scientific manuscripts and technical reports and publish on reputable journals.
· Engage in national research and demographic data source collaborators network and routine data source collaborators networks
· Facilitate mapping, centralizing, digitizing demographic and public health data collected from different sources.
· Promote the most efficient use of data to inform national and local leaders as well as internal staff of best practices.
·Support grant and proposal writing initiatives of the center
· Provide substantial contribution in the scientific advisory committee, research technical working groups and others activities
· Develop plan, monitor and evaluate project progress and outcomes
· Perform other assigned activities as necessary
REPORTING
· The senior demographer will report to the NDMC Coordinator
· The senior demographer will base in EPHI/NDMC in Addis Ababa
· Background in Demography, Population Studies, Statistics, Health Sciences or related fields
· PhD in Demography and 8 years experiences or
· MSc in Demography and 10 years of experiences
DESIRED SKILLS and EXPERIENES
· Experience in leading demographic researches and surveillance programs
· Published at least 5 demographic and public health related articles in reputable and peer reviewed journal;
· Ability in conceptualizing, devising and leading national demographic research, research strategies/ research themes
· Experience in grant proposal writing;
· Ability to work with multiple population and health related research data systems and multiple data teams.
· Ability to work with research institutes, academia and the health sector, with local and international collaborators
· Demonstrated ability in advanced demography and quantitative sciences methods and techniques
· Demonstrated experience in disease burden analysis of Ethiopia’s priority and health risk factors
· Demonstrated experience in designing different types of surveys and research programs, research proposals and protocols,
· Ability to supervise junior researchers, data managers, data analysts and different data science professionals.
· Be familiar with local and international research ethics
· Be able to provide substantial contribution in the scientific advisory committee, research technical working groups and others
· Be able to use statistical software such as STATA, SPSS, R, SAS etc.
· Demonstrated research communication and interpersonal communication skills
· Experience working with existing health policies, strategies and plans of the country
· Ability to coordinate research workshops and conferences
· Ability to negotiate with funding organizations, research institutes and individual researchers
· Able to facilitate and assist in mapping, centralizing, digitizing, manage and analyze existing and new data sources in the country
· Demonstrated ability to produce policy relevant findings from rigorous systematic reviews, in-depth analysis of studies etc.
· Experience working with Health and Demographic Surveillance Systems (HDSS)
· Excellent knowledge of working with national level public health data sources: HDSS, EDHS, DHIS-2, GBD, etc.
· Ability to assess the quality of different sources of evidence to facilitate for health policy decision.
· Ability to lead/run the ongoing HDSS sites collaboration and establish/build a linkage.
· Ability to develop evidence use tracking mechanisms at national and regional levels
· Demonstrated ability in disseminating research findings with different means including publication, technical report, evidence briefs, policy briefs…
·Excellent oral and written communication and presentation skills in Amharic and English required;
