About the Position:
The Senior Emergency Project Manager the efficient implementation of short-term (six-month) multi-sector emergency grants in Gambella and Amhara. The role ensures timely, high-quality delivery of integrated responses including health, nutrition, WASH, protection, and shelter interventions. The position oversees full project cycle management, ensuring strict donor compliance, sound financial management, and timely reporting. As Consortium Coordinator, it strengthens partner collaboration, harmonizes implementation standards, and ensures consolidated planning and reporting. The role provides strong leadership to multidisciplinary teams, promotes accountability to affected populations, and ensures effective MEAL systems. It also represents the consortium with regional authorities, clusters, and donors, ensuring principled and coordinated humanitarian response.
Job Summary
The Senior Emergency Project Manager is responsible for strategic leadership, coordination, and overall management of complex, multi-sector emergency programs implemented through a consortium model. The position ensures high-quality, timely, and accountable delivery of humanitarian interventions in compliance with donor regulations and organizational standards. The role provides both operational leadership and consortium governance oversight, ensuring effective collaboration among partners, alignment with national humanitarian priorities, and strong representation with donors, government authorities, clusters, and other stakeholders.
KEY AREAS OF ACCOUNTABILITY/DUTIES
A. Strategic Leadership & Program Oversight
Provide strategic direction for emergency response programming, ensuring alignment with humanitarian needs and organizational strategy.
Lead design, start-up, implementation, and close-out of multi-sector emergency projects (Livelihoods, Health & Nutrition, WASH, Protection).
Ensure integration of cross-cutting themes including gender, safeguarding, protection mainstreaming, conflict sensitivity, and accountability to affected populations.
Conduct periodic context and risk analysis to inform adaptive programming.
Represent GOAL and the consortium formally to donors, government authorities, cluster forums, and other stakeholders, communicating its position, progress, and interests professionally and authoritatively
B. Consortium Coordination & Governance
Serve as the primary focal point for consortium management and coordination
Facilitate consortium governance structures, including Steering Committees and Technical Working Groups
Ensure compliance with consortium agreements, MoUs, and partnership frameworks
Strengthen collaboration, communication, and information-sharing among partners
Monitor partner performance and provide capacity strengthening where needed
Ensure harmonized reporting, financial tracking, and quality standards across all consortium members
C. Project Management & Delivery
Oversee project planning, implementation, and monitoring in accordance with approved proposals and donor requirements.
Develop and monitor detailed implementation plans, procurement plans, and spending forecasts.
Ensure achievement of targets and timely delivery of outputs and outcomes.
Supervise project teams and ensure performance management and staff development.
Lead budget oversight and ensure effective financial management and burn-rate monitoring.
D. Grants & Compliance Management
Ensure compliance with donor regulations (DoS, UNOCHA, European Commission, UNHCR, ECHO, UNICEF).,
Oversee high-quality and timely submission of narrative and financial reports.
Lead proposal development, budget revisions, and extension requests
Ensure audit readiness and compliance with internal and external standards.
E. Coordination & Representation
Represent the consortium at national and regional coordination forums (e.g., Cluster meetings, NGO forums, government coordination platforms).
Maintain strong working relationships with relevant government authorities and line ministries.
Engage with donors through meetings, field visits, and reporting.
Advocate for humanitarian access and principled programming.
F. Monitoring, Evaluation, Accountability & Learning (MEAL)
Ensure strong MEAL systems are in place across consortium partners
Oversee data quality assurance and ensure evidence-based reporting.
Promote learning, best practices, and adaptive management
Ensure functional community feedback and complaints mechanisms.
G. Risk & Security Management
Conduct regular risk assessments and ensure mitigation measures are in place.
Ensure adherence to safety and security protocols.
Lead contingency planning and emergency preparedness initiatives.

Job Requirements

Education
Master’s degree in international development, Public Health, Humanitarian Affairs, Public Health, Development Studies, or related field.
Project Management certification (e.g., PMP, PRINCE2) is an advantage.
Experience
Minimum 8–10 years of progressively responsible experience in humanitarian program management.
At least 3–5 years managing multi-partner consortium programs
Proven experience managing large-scale emergency responses in complex and fragile contexts.
Demonstrated experience with institutional donors
