JSI is a US-based public health nonprofit organization dedicated to providing high-quality technical and managerial assistance programs throughout the world. In Ethiopia, JSI has been working to improve health outcomes for more than 25 years, implementing more than 60 projects and working in every region. JSI has historically managed a large portfolio of projects focusing on the quality, and equity in access of, RMNCAH services, primary health care (PHC) including community health program, digital health, health information systems (HIS), supply chain management, public health emergency responses, and social and behavior change.
Under the direct supervision of the Senior Country Finance Manager, the Senior Finance Officer is responsible for processing payment vouchers, recording transactions, budget monitoring and ensuring compliance with JSI, donor, and local rules and regulations.
Ensure all payments are allowable, allocable and reasonable.
Review payment vouchers for all expenditures, ensure proper documentation, compliance with JSI and state department regulations, budget availability and appropriate allocation of cost category.
Record all bank payment vouchers into the QuickBooks system.
Prepare monthly payroll and payroll reconciliation.
Support the monthly consolidation and close-out of all accounts and preparation of financial reports.
Provide information to appropriate staff concerning payments, advances, required documentation and other finance related information.
Coordinate financial arrangements and payments for training, workshops and others.
Provide technical assistance to the regional team and ensure the smooth operation of financial activities.
Assist the budget team with budget preparation and modification.
Prepare any financial reports as requested by the SCFM.
Support the review of existing accounting procedures and financial systems; implement changes as required.
Support the preparation and coordination of financial reviews and audits.
Supervise finance officers; provide capacity building, mentorship and coaching.
Perform any other related duties as required and/or assigned.
Masters or Bachelor degree in accounting or financial management with 7 years of experience in financial management.
Experience with QuickBooks accounting software.
Strong working knowledge of government rules and regulations.
A good understanding of various donor rules and regulations.
Excellent communication and interpersonal skills.
Proven ability to work collaboratively in a multidisciplinary team environment and experience in managing a team.
Willingness to travel to project implementation areas to support field operation.
Demonstrated fluency in written and oral English is required.
Ability to work independently, solve problems and follow-up.
Speaking of more than one local language is a plus.
