Job Purpose

The Senior ICT and Digital Expert will support the design, implementation, and optimization of ETICPA's digital systems and platforms. The role focuses on digital transformation, systems integration, and advanced ICT solutions, ensuring that the Institute operates with modern, scalable, and secure technologies. The role also contributes to digital strategy planning, procurement of IT services, and ensuring compliance with ICT policies.

Job Requirements:

Education:

• Bachelor's Degree or Master's Degree in Computer Science, Information System, IT or with related field of study

Experience:

• Minimum of 5 years of experience for Master's and 7 years for Bachelor's Degree out of which 3 years in digital transformation or system development
• Proven experience in ERP/CRM systems, database management, systems integration, cloud platforms and enterprise applications

Contract Type: Full-time for one year with possibility of extension based on the performance

Location: Addis Ababa, Ethiopia

Salary: World Bank funded projects' pay scale

Duties and Responsibilities:

Digital Strategy & Transformation

• Support the development and execution of ETICPA's digital/ICT strategy.
• Lead digital innovation initiatives, including automation and system integration.
• Identify opportunities for digital service delivery improvements.

Systems Development & Integration

• Support the development implementation of Membership Management Systems (CRM), student registration and tracking systems, examination and certification systems, Learning Management Systems (LMS)
• Ensure interoperability between different platforms and systems.

Data Management & Analytics

• Design and manage databases and data systems.
• Support data analytics and reporting tools for decision-making.
• Ensure data accuracy, integrity, and accessibility.

Cyber security & Compliance

• Implement advanced cyber security measures and frameworks.
• Ensure compliance with ICT policies, data protection laws, and best practices.
• Conduct risk assessments and recommend mitigation

ICT Architecture & Infrastructure Support strategies.

• Provide high-level technical guidance on system architecture.
• Advise on system upgrades and modernization.
• Support cloud solutions, virtualization, and scalable infrastructure.

Vendor & Technology Management

• Support evaluation and selection of ICT vendors and solutions.
• Review technical specifications and procurement documents.
• Monitor vendor performance and deliverables.

Documentation & Reporting

• Develop technical documentation, system manuals, and guidelines.
• Prepare periodic reports on digital initiatives and system performance.

Capacity Building

• Provide technical guidance and mentoring to ICT staff.
• ·Support training initiatives on digital systems and tools.
• Perform other duties assigned by the Head of ICT and Digital Transformation Unit.
