About the position

The Senior Nurse/Health Officer will Conduct and oversee clinical and public health activities in the refugee health center. The position ensures quality primary health care, maternal and child health services, communicable disease prevention, and health promotion activities. The role involves supervision of clinical staff, coordination with partners (UNHCR, RRSA, MoH, NGOs), and ensuring compliance with national and international health standards in refugee settings.

Salary: ETB 39,850 with 35% hardship allowance

Key Responsibilities

  • Provide comprehensive outpatient and inpatient clinical services in line with national and international protocols.

  • Conduct patient assessments, diagnosis, treatment, and follow-up for communicable and non-communicable diseases.

  • Ensure appropriate case management of maternal and child health, reproductive health, and emergency cases.

  • Oversee and facilitate referral of complicated cases to higher-level facilities.

  • Supervise and mentor nursing and health staff to ensure adherence to clinical protocols and guidelines.

  • Plan, organize, and coordinate daily health service delivery in the refugee health center.

  • Ensure availability and rational use of essential medicines, medical supplies, and equipment.

  • Maintain close coordination with RRS, UNHCR, MoH, and other partners for smooth service delivery.

  • Participate in health coordination meetings and represent the health facility as needed in the absence of PC/FC at camp level.

  • Ensure accurate documentation, patient records, and timely reporting of morbidity and mortality data.

  • Monitor key performance indicators (consultations per clinician, morbidity trends, immunization coverage, etc.).

  • Contribute to outbreak preparedness and response, including surveillance and timely reporting.

  • Ensure implementation of infection prevention and control (IPC) standards.

  • Support community health workers in conducting health education and awareness activities.

  • Promote preventive health practices, including hygiene, nutrition, family planning, and immunization.

  • Strengthen community referrals and feedback mechanisms.

Job Requirements

Qualifications and Experience

  • BSc Degree in Nursing or Public Health (Health Officer).

  • Minimum 6 years of clinical and programmatic experience, with preferably 2 years’ experience in refugee setting

  • Experience in humanitarian/refugee/IDP health programs is highly desirable.

  • Strong knowledge of primary health care, maternal and child health, communicable disease management, and emergency response.

  • Familiarity with Ethiopian health policies, RRS, UNHCR, and SPHERE standards.

  • Excellent communication, coordination, and technical skills.

  • Fluency in English and local languages (advantage).
