For nearly two decades, Ethiopia has made tremendous progress in childhood vaccination coverage. However, Ethiopia is still one of the top five countries with the highest number of Zero-Dose Children (ZDC) globally. Recently, the country is experiencing a large–scale measles outbreaks outpacing prior years. One key challenge that exists is delayed detection, reporting, and outbreak investigation specifically for newly detected outbreaks.
Recently Project HOPE received a grant from the Bill & Mellinda Gates Foundation to implement a project, “Supporting Ethiopia Prepare and Respond to Measles Outbreaks”. The project aims to strengthen the capacity of government of Ethiopia systems and structures on measles outbreak detection and response at national and targeted subnational geographic priorities.
Duties and Responsibilities
The Senior Program Advisor (SPA) will primarily lead programmatic activities within “Supporting Ethiopia Prepare and Respond to Measles Outbreaks” project and technically assist other similar projects. The position holder is expected to provide highest level technical guidance and advisory responsibility; this includes program oversight and leadership role and represents the program. S/he will have staff supervision and oversight role. The job holder will have a lead or co-lead role in strategic or annual program design and planning exercise. S/he will work closely with the FMOH, EPHI and RHBs and other implementing partners. The SPA will also assist in collaborating and coordinating other donor funded activities in the regions. The position requires to work with multiple projects in which Project HOPE is a lead partner and sub partner. The task requires closely working with Regional Health Bureaus, and other governmental and non-governmental stakeholders. The SPA will closely work with senior project leads and ensures the timely submission of all deliverables to the Donor including annual work plans, performance monitoring plans, and performance reports.
The Senior Program Advisor (SPA) will lead the implementation of the “Supporting Ethiopia Prepare and respond to Measles Outbreaks project and coordinate with Regional Health Bureaus of the three target regions (Amhara, Oromia and Somali).
Work closely with and liaise between the EPI team of the FMoH and the PHEM and NDMC units of EPHI.
With guidance from the Country Representative, leads capacity building efforts to FMoH, EPHI and RHBs in measles outbreak preparedness, detection and response.
Guides the PHEM Specialist and PHEM Officers seconded to EPHI and RHBs to assess needs and organize trainings in line with national standards and guidelines.
Work with RHBs, Woreda Health Offices and primary health facilities of targeted districts to ensure high level of preparedness, detection and response towards measles outbreaks.
Organize and lead the quarterly and annual review meetings between FMoH, EPHI, RHBs and other stakeholders.
Develop a collaboration plan to work with other BMGF funded activities within Project HOPE and other BMGF funded or other donor funded partners.
Prepare monthly, quarterly, annual, and ad hoc reports and submit to the immediate supervisor.
Ensure project strategies are in line with government policies and protocols.
Assist other technical leads to obtain and maintain updated summary information on the regions’ performance status, and to help draft summaries as requested.
Actively follow and be informed about programmatic issues, security, and political developments in all implementation districts and share information as appropriate.
In collaboration with Research and Learning and MERL team, coordinate all project-related data archiving and filing for Project HOPE activities.
In collaboration with the M&E staff, support regional GoE structures with supportive supervision during data collection and data compilation activities.
With guidance from the immediate supervisor, coordinate and provide technical support to regional and district program officers.
Lead, organize and coordinate site visits for the donor, FMoH, HQ staff and other stakeholders.
Provide support to the Senior Leadership Team in grant modifications; review and provide substantive feedback on grant reports prior to donor submission and ensure timely submission of these reports.
Supervise Regional officers, review and approve weekly work plans and travel plans.
Liaise with Operations and Logistics coordinator to manage vehicle deployment and other operations.
Ensure proper documentation of data and best practices in both hard and electronic copy.
Assist the SLT in the development of new concept notes and project ideas to support Project HOPE portfolio.
Undertake other responsibilities as assigned by the supervisor.
Job Requirements
Master’s degree or higher in public health or equivalent.
12+ years in the field relevant for the position with at least 5 years of higher level technical or programmatic oversight and supervision responsibility
Demonstrated experience in outbreak preparedness, detection and response for measles and other VPDs.
Demonstrated ability to communicate clearly and concisely in written and spoken English.
Proven ability to develop effective working relationships with and technical assistance to partners particularly to FMoH, EPHI and Regional Health Bureaus.
Excellent organizational and prioritization skills, and attention to detail.
Ability to travel at least 50% of the time in program implementation areas.
