Senior Project Manager

We are seeking to appoint a full-time Data Clerk to be based in Harar, to support the development for Hararghe Health Research. This is a collaboration between Haramaya University, the London School of Hygiene & Tropical Medicine and Emory Global Health Institute.The post-holder will be responsible for assisting the administration, financial administration, keeping financial records, human resource management and other related activities. He/she will be expected to: enter data in the system that the project is using.

Haramaya University is one of the oldest Universities in Ethiopia, with its first intake in 1954. It is about 17km from the city of Harar, 40km from Dire Dawa (where there is a regional airport), and 510km East of Addis Ababa. The College of Health and Medical Sciences is based on a campus in Harar town to facilitate training of students in nearby hospitals. This campus also hosts the office of the two Health and Demographic Surveillance Systems (HDSS).

Hararghe Health RESERCH (hhr)

Hararghe Health Research Partnership (HHR) is a collaborative effort between Haramaya University and London School of Hygiene and Tropical Medicine (LSHTM) in 2017. The partnership aims to strengthen surveillance capacity, ensure best practice in research and inform public health policy in maternal and child health in Eastern Ethiopia.

JOB DESCRIPTION

Principal Duties and Responsibilities

The post-holder will work full-time in Harar, Eastern Ethiopia. The post-holder will be expected to: assist in running administrative and operational activities, manage finance, keep financial records and report them to respective offices, manage human resource, facilitate procurement, support in maintenance periodic check of equipment, facilitate logistics, attend and coordinate meetings, prepare and report minutes, communicate with local and international staff. 

Key Responsibilities

  1. Facilitate the overall administration of human, material, finance, and logistics of HHR
  2. Oversee the administrative performances of section including social sciences, data to action, management, laboratory, clinical and community activities. 
  3. Support logistic and procurement activities collaborating with the sections 
  4. Facilitate team harmonization and in line with the various project activities in HHR
  5. Support team development and enhancement through trainings, mentoring and coaching to excel outcomes in all aspects of HHR activities. 
  6. Facilitate development of policies and procedures relevant to the sections and for overall HHR activities. 
  7. Work closely with the PIs of projects in the execution and process and final evaluation of performances. 
  8. Standardize processes and procedures in all activities including resource management and staff recruitment, training and promotion. 
  9. Support in new staff recruitment, report preparation, annual plan preparation. 
  10. Lease with HU offices in the smooth execution of activities. 
  11. Work in collaboration of the site leads and leaders of different units in to make sure things are well aligned as has been put to suit workflow including leasing with community. 
  12. Ensure safety and security of staff and workplace at all places and all times and be responsible for safety and security from HHR perspectives. 
  13. Closely work with HRRC, LSHTM, Taskforce, ISGLBAL and others. 
  14. Coordinate the overall finance, including checking requests, facilitating requests, executing requests, working through balance and reports to respective offices. 
  15. Work through human resources hiring, promotion, follow-up performances, aligning work-human resource balance. 
  16. Guide and direct project team members to ensure compliance related to human resource, use of other resources against set standards, procedures, and guidelines.
  17. Facilitate developmental opportunities for project management and operations unit staff, evaluate performance and provide feedback.
  18. As necessary communicate and liaise with the team in Ethiopia, as well as national and international collaborators.

PERSON REQUIRMENTS

Essential requirements

  1. Master of Business Administration/Economics/Management/Accounting 
  2. Excellent oral and written communications skills in English
  3. Very good command of computer MS programs and accounting software  
  4. Very good command of internet use skill 
  5. Minimum of 6 years work experience in administration and finance positions including supervisory and managerial level in research institutions or NGOs 

Desirable requirements

  1. Management experience (in supervision, training, planning)
  2. Accounting or budget management experience
  3. Experience in administrative work in research institutions or NGOs
  4. Ability to collaborate with people, processes, and systems
