The Senior Purchasing and Logistics Officer manages the end-to-end supply chain, from local/international purchasing to the physical delivery of goods to various sites. This role focuses on logistics optimization, customs clearance (where applicable), and fleet/transport coordination to ensure 100% availability of materials
 

Job Summary

Position Title: Senior Purchasing and Logistic officer

Reports To: Procurement and Logistic Manager

Direct Reports to: Procurement and Logistic Team leader/Supervisor

Duty Station: Addis Ababa Head Office

Salary & Benefits: Negotiable, commensurate with qualifications and experience
 

Duties and Responsibilities

  • High-Value Procurement: Lead the end-to-end purchasing process for major categories, subcontracts, and high-value materials.

  • Tender Management: Manage the issuance, receipt, and commercial evaluation of large-scale tenders, ensuring "Best Total Cost of Ownership" (TCO) rather than just the lowest price.

  • Contract Negotiation: Negotiate complex payment terms, warranties, and Performance Bonds to protect the company’s cash flow and legal standing.

  • Freight Management: Manage relationships with Freight Forwarders and Shipping Lines to secure competitive rates for Air, Sea, and Land transport.

  • Customs & Compliance: Oversee the preparation of all import/export documentation to ensure zero delays at customs.

  • Critical Path Tracking: Monitor "Long Lead Items" (LLI) and provide weekly "Expediting Reports" to Project Managers to ensure project timelines remain intact.

  • Inventory Coordination: Work with Warehouse Teams to optimize stock levels, preventing "over-stocking" while ensuring "zero stock-outs" for critical construction materials.

  • Commitment Tracking: Monitor the "Procurement vs. Budget" status for specific projects, flagging any potential overspends to the Team Leader before they occur.

  • Logistics Cost Analysis: Report monthly on "Total Landed Cost" (Unit Price + Shipping + Duties) to provide an accurate picture of material expenses.

  • Performance Audits: Conduct quarterly reviews of "Tier 1" suppliers and logistics providers, scoring them on delivery speed, quality, and documentation accuracy.

  • Dispute Resolution: Lead the resolution of commercial claims, damaged goods (marine insurance claims), or short-shipment issues.

Educational Qualifications

  • Master’s degree or Bachelor’s degree in supply chain management, business administration or related field.

Professional Experience

  • Minimum of 5–8 years of progressive experience in supply chain officer, purchaser and/or logistic officer role.

  • Experience working in fast-paced, project-based environments such as real estate, construction, civil engineering industries is highly desirable.
