Background:

The Ethiopian Agricultural Transformation Institute (ATI), formerly known as the Agricultural Transformation Agency (ATA), is a strategy and delivery-oriented government institute created to help accelerate the growth and transformation of Ethiopia’s agriculture sector, which is a key contributor to the country’s GDP, exports, and workforce. The ATI’s work is centred on improving the livelihoods of smallholder farmers (SHFs) across the country for improved income, inclusiveness, resilience, and sustainability. The ATI works to transform the agriculture sector in Ethiopia by conducting policy and analytical studies, providing technical implementation support and capacity building, coordinating platforms to better integrate partners and projects and designing and directly leading several innovative/pilot interventions.

The Institute joins forces with various stakeholders, including policymakers, researchers, farmers, and development partners, to support the implementation of agricultural development programs and initiatives. In addition, the ATI collaborates with national and international partners to facilitate knowledge exchange and learning opportunities. The Institute plays a crucial role in generating and disseminating information to support evidence-based decision-making in Ethiopia’s agricultural sector.

1. Back-end Developer

1.1 Scope of Work / Responsibilities

• Design, develop, and maintain RESTful APIs and server-side logic

• Build scalable microservices and server-side business logic.

• Ensure data integrity, backup, and recovery mechanisms.

• Optimize database performance and indexing strategies.

• Monitor application logs, uptime, and server performance.

• Conduct vulnerability assessments and fix identified issues.

• Participate in Agile/Scrum ceremonies.

• Develop and optimize relational/non-relational databases

• Implement authentication, authorization, and security controls

• Ensure high performance, availability, and scalability of systems

• Conduct debugging, troubleshooting, and system upgrades

• Prepare technical documentation for systems and APIs

• Support deployment, version control, and environment configuration

• Ensure compliance with government cybersecurity and data privacy policies

• Provide technical support and knowledge transfer to internal IT staff

  1.2 Expected Deliverables

• Functional back-end modules and APIs

• Database schema design and documentation

• Source code maintained in the Ministry’s official source code repository

• Technical documentation and user guides

• Periodic progress and performance reports

• Tested and production-ready releases

About You

Required qualifications, competencies, skills, training, and experience:

Education and Experience

• Bachelor’s or Master’s degree in Computer Science, Software Engineering, Information Technology, or a related field from a recognized institution.

• Minimum of 8 years of professional experience for Bachelor’s degree holders and 6 years for Master’s degree holders in back-end development.

Technical Skills

• Proficiency in one or more: Python / Java / .NET / PHP / Node.js (JavaScript, TypeScript)

• Experience with frameworks such as Django, Spring Boot, .NET Core, Laravel, Express.js, Next.js

• Strong knowledge of SQL databases (PostgreSQL, MySQL, MSSQL Server) and/or NoSQL (MongoDB)

• Familiarity with Git, Docker, and CI/CD practices

• Understanding of security standards, encryption, and secure coding

• API testing tools (Postman, Swagger/OpenAPI)

• Monitoring & Logging Service (Open Telemetry, SigNoz)

• Experience in the development and customization of DHIS2 app
