Job Summary: The purpose of this role is to provide strategic advice and actively participate in the development and revision of human resource administration policies, procedures, and programs. The role involves managing a wide range of HR administrative matters consistently and professionally. Key responsibilities include preparing and processing staff payroll, handling resignations and termination-related payments, and facilitating various deductions and employee benefits in a timely and accurate manner. Additionally, the position contributes to the planning and enhancement of HR benefit policies and guidelines. It also involves coordinating and mentoring the effective implementation of systems such as the employee database, time management, and medical refund/insurance processes. Furthermore, the role supports key HR functions including benefit administration, recruitment and onboarding, performance management, learning and development, and overall Human Resource Management activities.

Duties and Responsibilities

  • Actively participates in the development and revision of human resource administration policy, procedure, and guideline; actively participates in organizing and coordinating of the overall activities of the Human Resources Management Division. 

  • Maintains and updates employee movement records including new employment, transfer, promotion, suspension or termination, resignation of employee; contract renewal; update records of deductibles from staff emanating from loans, fines, credit association contributions, absences, court orders; monitors and tracks employee suspension, notice for termination of contract of employment; maintain timesheet records and reconciles payroll data accordingly. 

  • Ensures staff payments comply with policies, verifies documentation and accuracy, and processes payroll and all related adjustments, including bonuses, severance, and terminations.

  • Compiles and processes employee income tax, pension contribution, cost sharing, employee credit association contributions, and loan repayments, and other deductions and payments to the concerned organs. 

  • Prepares a variety of HR-related letters and documents, including resignation acceptances, work certificates, embassy and guarantor letters, acting assignments, employment contracts and renewals, contract terminations, and staff-requested testimonials.

  • Participates and supports the preparation of the Exchange-wide annual plan, budget, financial report consolidation and compensation, benefits, and staff opinion survey. 

  • Supports the preparation and review of performance management and learning and development policies, manuals, and guidelines.

  • Reviews performance management practices across departments and provides feedback for effective system implementation.

  • Participates in the preparation of corporate and divisional short, medium, and long-term plans; develops individual annual plans.

  • Coordinates the preparation of HRM-related studies such as job analysis, evaluation and grading; salary and benefit surveys, staff satisfaction survey, human resource planning etc. 

  • Downloads, records, analyses, checks, and councils every regular staff attendance status and produces weekly and monthly staff attendance reports; tracks outsourced staff attendance, salary data, and HR requirements or staff size per agreement monthly for processing payment requests. 

  • Develops fair, effective, and robust recruitment practices, improving the employer brand; 

  • Provides HR recruitment and induction-related legal in consultation with Legal and operational advice, guidance, support, and coaching to Senior Management and managers; 

  • Performs other related duties assigned by the immediate supervisor.

Job Requirements

  • BA/MA in Management/ Economics/Human Resource Management/HROD or related fields

  • 4/2 years of experience in HR Management, Performance Management, Benefits Administration, and Human Resource Development.
