The main purpose of the Position
Organizing and supervising the daily supply chain activities and the teams associated, in the project level, according to MSF protocols and standards in order to ensure the optimal running of the Project.
Accountabilities:
Supervising and organizing the daily activities of the Supply Chain team, including the purchaser and storekeeper, and ensuring they perform the tasks linked to their role.
Responsible for order, purchase, stock, and freight management at the project level, monitoring and ensuring an efficient implementation of the overall daily supply chain activities.
Monitoring and ensuring a smooth running of the supply administration and the respect of the implemented supply procedures, proposing adjustments where needed.
Being responsible for the supply database (Unifield) and the correct filing and archiving of the supply documentation to guarantee the availability and the coherence of supply data.
Communicating with requesters, keeping them up to date concerning the order status (BO confirmation), and prioritizing procurement and transport according to the intervention needs.
Collecting claims from the field, analysing causes, and making corrective actions.
In collaboration with the Supply Supervisor (if any) and in coordination with the HR department, supervising the associated processes (recruitment, training/induction, briefing/debriefing, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required
Informing the Logistics / Supply Manager in case of any major issue and draws-up all required reporting, in order to keep updated and reliable information that will help in decision-making
Performing any other tasks within the scope of his role, as directed by supervision and according to the needs of the mission
MSF Section/Context-Specific Accountabilities
Ensure the physical inventory processes and cycle counts to ensure stock accuracy and reduce discrepancies Alert LTL/PMR/PC when stocks need to be replenished.
In collaboration with the LTL/Supply team, handles urgent purchases.
Ensure that the Admin and Log kits are always up-to-date and ready to be used for assessments/interventions.
Support the Med and Warehouse Pharma team with the medical item preparation and packaging needed for the assessment/intervention.
Manage the reception of the newly supplied items and inform the heads of the departments in a timely manner.
In collaboration with the LTL and Supply team, ensure the preparation, transport, and delivery of all Med supplies, kits, and other material to the Assessments/Intervention area (packing, labelling, transport documents, etc.).
Manage the reception and inventory of the items returned from assessments/interventions.
Upon request, participate in the Meet assessments and conduct local market assessments and purchases.
Ensuring close coordination with logistics, finance, and medical departments to guarantee timely and cost-efficient supply chain operations.
Ensuring procurement processes strictly follow MSF standards and local authority compliance requirements.
Leading regular market assessments to maintain updated knowledge of local markets, prices, availability, and risks.
Ensuring all procurement files are audit-ready, complete, and compliant with MSF documentation standards.
Maintaining strong communication with country supply teams to ensure alignment of needs, delivery timelines, and priorities.
Ensuring correct use and data quality of UniField.
Supporting quality control checks on received goods to ensure compliance with MSF standards and specifications.
Ensuring proper management of cold-chain items during transport and storage, including monitoring temperature logs.
Supporting the Logistics Team Leader (LTL) in developing supply plans, cost estimations, and forecasted needs for the mission.
Support to Log department
Support the logistics supervisor in coordinating daily logistics activities, including movement planning, following rehabilitation works, and minor facility maintenance activities.
Assist the Logistics Supervisor with documentation, follow-up, and communication, ensuring logistics tasks are completed efficiently, tracked accurately, and reported on time
Job Requirements
Education
Essential: BA Degree in Logistics and Supply Chain Management.
Experience
Essential proven professional experience in supply chain supervision and/or management of a minimum of two (2) years)
Essential proven professional experience in the domain of supply administration
Proven experience of supply chain in Emergency contexts
Other Requirements
Essential to be fluent in English. Desirable knowledge of any other local language. Knowledge of additional local languages would be an asset.
