John Snow, Inc. (JSI) is a public health management firm, headquartered in the United States, dedicated to improving the health of individuals and communities throughout the world. JSI has been implementing public health work in Ethiopia for over 25 years.
JSI is implementing the five-year Digital Health Activity in Ethiopia, which is funded by the United States Agency for International Development (USAID). The purpose of this Activity is to support the Government of Ethiopia (GOE) to improve the quality of health services and create a sustainable health care system through the use of data for decision making, as well as to provide similar services to other countries in Africa or to respond to a crisis in Ethiopia (as needed). The primary objectives of the Activity are to 1) support information technology systems and data repository at all levels; 2) build a culture of data use; and 3) improve capacity and governance of MOH health information systems management.
The System & Network Administrator is a member of the digitization project management team. He/she supports the Infrastructure Advisor in designing, planning and implementation of different products/services. He/She will be a critical thinker, complex problem solver and a troubleshooter who is responsible for the development, validation and release of project software, bridging the gap that exists between software development, testing and operations teams and coordinate the deployment of product updates, identifying production issues and implementing integrations. He/she is also responsible for planning and responding to service outages. He/she is responsible for ensuring the smooth running of activities and compliance with JSI policies and regulations.

Responsibilities:
Specific responsibilities of the System & Network Administrator will include, but is not limited to the following:
● Participate in the in designing, planning, implementation and maintenance of different products/services(eCHIS, DHIS2, EMR, Dagu, iHRIS, MFR…) deployed by the Ministry of Health
● Think strategically about the design, planning and expansion of infrastructure and network systems utilized at the different levels of the healthcare system
● Assist with the automation and streamlining of operations and processes.
● Tailor and deploy software tools, processes and metrics.
● Develop standard operating procedures for maintaining security and protecting systems from unauthorized use, user abuse and other unfavorable environmental conditions
● Manage and maintain all servers, modems and networks
● Design, Install and Support System LANs, Wi-Fi and project specific network segments
● Troubleshoot any network, hardware or software problems reported by users
● Oversee the networking of equipment and materials for all installations; ensure configuration of hardware, peripherals, services, settings, storage, etc is done in accordance with standards and project/operational requirements
● Install new or rebuild existing servers and configure hardware, peripherals, services, settings, directories, storage, etc. in accordance with standards and project/operational requirements
● Ensure daily backup operations of Databases to the appropriate media is done at all supported facilities
● Maintain network and system security in order to make efficient use of the system; ensure effectiveness of security solutions, including firewalls, anti-virus solutions, and intrusion detection systems
● Building and maintaining Site to Site IPSec VPNs
● Assist with hardware, firewall, telecom and software vendor evaluation, recommendation and negotiations
● Design and implement short- and long-term strategic plans to make certain network capacity meets existing and future requirements
● Manage relationships with key stakeholders such as FMOH, EPSA, EFDA and donors, and address any issues that may arise
● Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies
● Complete operational requirements by scheduling and assigning employees; following up on work results
● Prepare timely reports to the DHA and Ministry of Health leaderships on activity status and issues
● Occasional travel to user sites to assess project performance
● Perform other duties as assigned
Qualifications:
Applicants for this position should possess the following qualifications:
● Bachelor's Degree in relevant discipline (Software Engineering, IT, Networking, Information Systems, Business, etc) is required
● Minimum five years of experience working on managing server virtualization technologies like Microsoft HyperV/Virtual Server and/or product deployment is required
● Experience in managing and configuring enterprise-wide LANs, WANs, VPNs, Firewalls, etc. is required
● Must have deep knowledge of Ethio Telecom services, products & equipment
● Advanced knowledge of network operating systems including Cisco, JUNOS, and IOS is desirable
● Familiarity with network analysis tools including SolarWind is a plus
● Experience in configuring databases such as MSSQL, MYSQL, MongoDB, Windows Servers, Active Directory and Exchange is required
● Experience with test-driven development and distributed version control is preferable.
● Must have a solid background in software engineering; Good knowledge of Perl/Python/Groovy/Java/Bash is required.
● Hands-on experience with configuring and managing data sources like MySQL, Mongo, Elasticsearch, Redis, Cassandra, Hadoop, etc is required.
● Must have deep knowledge of Relational Databases, SQL and ORM technologies (e.g. doodads, Entity Framework).
● Good knowledge on Linux servers and cloud infrastructures.
● Has experience with Docker, Kubernetes, jenkins and other devops tool chains is a plus.
● Any Microsoft Windows administration experience and hardware configuration and maintenance skill/certification is a plus
● Hands-on experience troubleshooting hardware such as servers (Linux & Windows), routers, switches, Modems, etc. is desirable
● Experience working on the process of network infrastructure design is a plus
● Previous work experience with Ministry of Health projects is desirable
● Strong representational and interpersonal skills
● Excellent written and verbal English; proficiency in Amharic
● Proficiency in common computer packages (e.g. Word, PowerPoint, Excel) relevant to the work
