Overview of the Position:

The short term Technical Advisor provides strategic and operational leadership for the technical components of the program, with a particular focus on creating sustainable employment and livelihood opportunities for rural youth. The role provides technical guidance and oversight to ensure the effective design, implementation, monitoring, and evaluation of program activities.

The Technical Advisor works collaboratively with the Programming, Training, and Monitoring & Evaluation teams to strengthen program quality and support evidence-based decision-making. The position reports to the Country Director and works closely with the Volunteer Coordinator, Training Officer, and M&E Officer to ensure effective coordination, implementation, and continuous improvement of program activities.

Job Requirements

Education:

  • Master's Degree in Agriculture, Environmental Studies, Development Studies, Project Management, Social Sciences, or with related fields of study

Experience:

  • Minimum of 8-10 years of progressive experience in development program management, youth capacity building, or non-profit leadership.
  • Demonstrated track record in designing and delivering large-scale experiential learning or adult education curricula.
  • Proven experience managing donor-funded initiatives (e.g., USAID, UN, global foundations) and leading cross-functional teams.
  • Direct field experience supporting IDPs, vulnerable populations, and rural youth livelihoods/entrepreneurship projects.

Duties and Responsibilities

  • Provide strategic and technical leadership for program activities focused on rural youth employment, livelihoods, entrepreneurship, and skills development.
  • Support the design, planning, implementation, and review of high-quality, sustainable, youth-responsive program interventions.
  • Ensure strong coordination among the Programming, Training, and M&E functions for integrated project delivery. • Guide the program coordinator on appropriate approaches, methodologies, tools, and best practices.
  • Work with the Training Officer to keep training and capacity- building activities relevant, practical, and market-oriented.
  • Collaborate with the M&E Officer to strengthen indicators, monitoring systems, and evaluation approaches.
  • Use program data and evidence to inform decision-making and strengthen program impact.
  • Support partnerships, resource mobilization, and scale-up of successful youth employment initiatives.
  • Contribute to program strategies, concept notes, proposals, work plans, budgets, and reports.

  • Demonstrated ability to coordinate multidisciplinary teams, translate evidence into practical recommendations, and communicate and facilitate effectively.
  • Commitment to inclusion, gender equality, and youth empowerment, with strong report writing and ability to work independently.
