Background
SOS is implementing the “Leave No Youth Behind” project to contribute to the impact of young care leavers in Ethiopia demonstrating resilience and self-reliance to become independent and contributing members of society. The project envisions targeting a minimum of 1,400 young care leavers directly, while indirectly benefitting 2.8 million young care leavers, by encouraging resilience and self-reliance to empower young care leavers to become independent and contributing members of society. One of the key outcomes of the project is to strengthen government structures to provide social protection services for young care leavers including legal aid services.
During its interventions and assessments aimed at safeguarding access to justice, the EHRC has identified significant gaps in the accessibility and quality of legal aid services in Ethiopia. These services are currently provided by a diverse range of actors, including government institutions, civil society organizations, university legal clinics, and hotline service providers, yet operate without a standardized national framework to ensure consistency, quality, and alignment with human rights principles. Drawing on good practices and model standards from national and international human rights frameworks, EHRC in collaboration with SOS Children’s Villages in Ethiopia seeks to develop a Model National Legal Aid Guideline in Amharic that will serve as a national benchmark for all legal aid providers, ensuring the delivery of human rights–compliant, consistent, and quality legal aid services.
General Objective
To develop a comprehensive, practical, and human rights-based Model National Legal Aid Guideline in Amharic that establishes minimum standards for legal aid service delivery in Ethiopia, ensuring consistency, accessibility, inclusivity, and alignment with national and international human rights standards.
Specific Objectives
To enhance access to trauma-informed legal aid services for vulnerable segments of the population including young care leavers.

Communication and reporting
The consultant will report directly to SOS Children’s Villages and to the EHRC's Program and Partnership Department (PPD).
Scope of work and methodology
The consultant will undertake the following tasks:desk review and benchmarking, mapping and analysis, development of the model guideline, and stakeholder consultation.
Roles and responsibilities
SOS Children’s Villages in Ethiopia
Facilitate communication between the consultant and EHRC
Follow up with the consultant to ensure the timeline and other deliverables are kept as per the contract
Make the necessary logistical arrangements and payment for the consultant
Ethiopian Human Rights Commission
Provide strategic guidance and relevant documentation
Facilitate stakeholder engagement
Review and approve deliverables
Ensure alignment with institutional priorities
Program and Partnership Department will facilitate access to internal documents and coordinate meetings when relevant.

Lead technical development of the guideline
Translate human rights standards into practical service delivery guidance
Ensure the guideline bridges the gap between normative frameworks and operational realities
Conduct consultations and integrate feedback
Deliver high-quality outputs in Amharic
Timeframe
The development of the training manual should be finalized and submitted within 30 days after the signing of the consultancy agreement.
Job Requirements
Required qualifications
The consultant (s) shall have:
Advanced degree (Master’s or above) in Law, Human Rights, or related field experience
Minimum 7–10 years of experience in Human rights and access to justice, legal aid systems and policy development
Proven experience in developing guidelines, manuals, or frameworks
Strong familiarity with international human rights standards
Experience working with NHRIs, justice institutions, or CSOs
Demonstrated expertise in gender equality and women’s rights , child protection, disability inclusion, and victim-centered approaches Skills
Excellent drafting skills in Amharic
Strong analytical and research skills
Experience in facilitating multi-stakeholder consultations
