Background:

The Consortium of Ethiopian Human Rights Organizations (CEHRO) is a Consortium registered under the Civil Society Organization (CSOs) Proclamation No. 1113/2011 with registration No. 3932. CEHRO is a Consortium of 32 CSOs working on Human Rights, Democracy and Peace-Building. The Consortium is working to promote the protection of Human Rights by creating a common platform for CSOs to have their voices heard and to initiate evidence-based advocacy. It is also working to strengthen the capacity of existing and new Human Rights organizations.

In collaboration with Samuel Hall, CEHRO is implementing a project entitled “Local Leadership East African Return and Reintegration Network (LLEARN)’’” which aims to generate localized, evidence-based insights on the return and reintegration of displaced populations including returnees, IDPs, and victims of trafficking in Dessie and the surrounding areas. The LLEARN project aims to enhance the reintegration efforts for returnees, IDPs, and other vulnerable groups across key secondary cities in Ethiopia. This will be achieved through participatory research, collaborative planning, and strengthening the capacities of local authorities. As part of this initiative, the project will conduct 20 Key Informant Interviews (KIIs) and 10 Semi-structured Interviews (SSIs) to capture the perspectives of institutional actors, enterprises, and affected communities.

To ensure rigorous and context-sensitive qualitative research, CEHRO is seeking experienced Qualitative Enumerators to conduct the data collection and transcribe

Purpose of the Role:

Qualitative Enumerators will be responsible for conducting key informant interviews and semi-structured interviews with a variety of stakeholders. The role requires significant skill in both oral interviewing and written transcription/translation. Enumerators must be capable of engaging sensitively with vulnerable groups and capturing detailed insights including non-verbal cues through comprehensive, high-quality transcripts in English.

Duties and Responsibilities:

• Conduct in-person KIIs and SSIs with diverse participants including IDPs, GBV survivors, trafficked youth, local government officials, traditional leaders, and vulnerable populations.

• Accurately transcribe the Amharic interview content and translate into English, incorporating relevant non-verbal cues and contextual observations.

• Participate in two days pre-data collection training, one day pilot interviews, and protocol orientation sessions.

• Coordinate closely with the Field Team Leader and Field Coordinator to report progress, raise concerns, and address challenges in real time.

• Maintain digital and physical security of all collected data and notes in line with data protection protocols.

Job Requirements:

• Education: Bachelor's Degree in Sociology, Anthropology, Development Studies or in a related social science field of study

• Note: A certificate in a relevant course along with strong data collection experience and English proficiency will be considered.

• Experience: Strong prior experience conducting qualitative fieldwork, particularly

o   Key Informant Interviews (KIIs)

o   Semi-structured Interviews (SSIs) with government, civil society, enterprise, vulnerable groups in the region

• Proven ability to transcribe and translate interviews into well-organized, detailed Amharic and English documents, respectively.

• Demonstrated experience in migration-related, socioeconomic, or climate change research is an asset.

• Fluency in Amharic and other local languages  (spoken and written)

• Comfortable working in challenging field conditions and engaging with sensitive topics.

Deliverables:

• At least two interviews per day as assigned.

• Send each audio recording daily to Field Coordinator

• Submission of progress report per agreed timeline and format

• Submission of Fully transcribed Amharic content of each conducted interview sessions. 

• Properly translated contents in English, formatted and submitted according to project guidelines.

• Summary reports or memos, if required, based on interview findings.
