Background:

The Consortium of Ethiopian Human Rights Organizations (CEHRO) is a Consortium registered under the Civil Society Organization (CSOs) Proclamation No. 1113/2011 with registration No. 3932. CEHRO is a Consortium of 32 CSOs working on Human Rights, Democracy and Peace-Building. The Consortium is working to promote the protection of Human Rights by creating a common platform for CSOs to have their voices heard and to initiate evidence-based advocacy. It is also working to strengthen the capacity of existing and new Human Rights organizations.

In collaboration with Samuel Hall, CEHRO is implementing a project entitled “Local Leadership East African Return and Reintegration Network (LLEARN)’’” which aims to generate localized, evidence-based insights on the return and reintegration of displaced populations including returnees, IDPs, and victims of trafficking in Dessie and the surrounding areas. To support this, CEHRO is conducting a large-scale quantitative survey involving 350 in-person surveys with IDP’s, Host Communities, and Human Trafficking Victims. To ensure high data quality and strong community engagement, CEHRO seeks to recruit local, multilingual, and experienced enumerators to conduct structured surveys with diverse population groups.

Purpose of the Role:

Quantitative Enumerators will be responsible for conducting high-quality in-person interviews using structured questionnaires. They will collect data from targeted populations IDPs, host communities, returnees, and victims of human trafficking using digital tools and ensure accuracy, ethical compliance, and contextual sensitivity throughout the process.

Reports to: CEHRO Field Team Leader

Number work days: nonconsecutive 14 days

Duties and Responsibilities:

  • Conduct household and individual-level quantitative surveys using digital data collection tools (e.g., KoBoToolbox, SurveyCTO) on mobile devices.

  • Ensure strict adherence to the study protocol, including consent procedures and ethical guidelines.

  • Demonstrate strong awareness of and sensitivity to the needs and vulnerabilities of target populations.

  • Identify and flag any issues, inconsistencies, or errors in the survey tool and communicate them to the supervisor promptly.

  • Follow data security and confidentiality protocols during and after interviews.

  • Coordinate daily with the Field Team Leader to report on progress and address challenges.

  • Participate in all required training, pilot testing, and debriefing sessions before and during data collection.

Job Requirements:

  • Education: Bachelor's Degree in Statistics, Social Science or in a related field of study

  • Experience: Demonstrated experience in conducting large-scale quantitative data collection, especially involving migration, climate change, or socioeconomic assessments.

  • Experience working with diverse groups, including vulnerable populations.

  • Strong familiarity with Computer-Assisted Personal Interviewing (CAPI) tools especially SurveyCTO or KoBoToolbox.

  • Ability to identify inconsistencies or unclear questions in a coded survey during piloting or rollout phases.

  • Good English communication skills, both spoken and written.

  • Fluency in Amharic.

  • Strong interpersonal skills and the ability to work respectfully with community members and team colleagues.

  • Experts who have previously worked with Samuel Hall and or CEHRO

  • Daily survey completion targets, reported to the Field Team Leader.

  • Accurate and complete digital survey submissions in line with quality control standards.

  • Immediate flagging of challenges, refusals, and errors during data collection.

  • Active participation in debriefing sessions and team feedback discussions
