TEAM PURPOSE
:The Urban Development and Youth Empowerment team will be accountable for the management and coordination of staff, partners and relevant stakeholders (such as youth) to ensure the smooth running of the Safe and Inclusive Cities and Youth for the Future program within the target areas so that poor and vulnerable urban households, especially women and youth have increased and sustainable access to food, income and markets. The team also work with and for young people to have agency and economic power by empowering them to be healthy, productive and active citizens who contribute to sustainable development, peacebuilding, positive change and transforming their future.
JOB PURPOSE:The position holders will be responsible will be leading, coordinating, planning, supervising and supporting the Urban Development and Youth for the Future Program within Ethiopia, ensuring an effective team and enabling environment is in place that achieves Programme results.The Urban Development & Youth Empowerment Programme Manager oversees Oxfam’s newly established Urban Development and Youth programme in Ethiopia. Reporting to the Deputy Programme Director, the Urban Development and Youth Empowerment PM will ensure that current and future Urban and Youth programming is designed and implemented most appropriately to the Ethiopian context and to meet Oxfam’s and donor standards.Further, He/she will be responsible for ensuring effective coordination with other actors, monitoring and evaluation, and quality assurance of Oxfam’s Urban Development & Youth Empowerment programmes. S/he is responsible for contributing to program design and development; technical support to interventions; measurement, research and documentation; representation and partnership development, proposal and resource development; and training, mentoring and organizational learning for implementing Urban Development and Youth programme partners. Finally, the Urban Development & Youth Empowerment Programs Manager is responsible for the development of a strong and sustainable Urban Development & Youth Empowerment programme in Ethiopia.

Leadership and Management
Provide direct support to the Programme Director, Deputy Programme Director and the Project Managers under her/his line management on all matters of program and grants management with a view to ensuring quality program development and implementation standards are met.Provide leadership to the Urban and youth programme, ensuring the best possible support to the team and advice to the Programme Director and Deputy Programme Director.Coordinate the design of the framework for the urban development and youth pillar assuring the relevance of the interventions at the strategic and operational level aligning them to the country and regional strategic priorities.Work closely with the Programme Managers to ensure the delivery of the programmes with the standards required according to the Oxfam Country Strategy.Work with Programme Quality Lead for the submission of COP and reports required by OI and affiliates as neededAssure the quality and relevance of the interventions to the global country strategy.Ensure programmes under the Urban development and youth empowerment area are providing quality services, promoting good practices and technologies and financial services to the youth, women and marginalized communities living in the urban poor area; provide technical support when viable.Manage and supervise the strategic investment of the area and the assigned budget.
Programme Strategy, planning and monitoring
Engage in reviewing the current Oxfam Country Strategy, adapting urban and youth programmes to have a real impact on the lives of vulnerable communities based on a good political context analysis.Involvement, in coordination and collaboration with the humanitarian team Oxfam participates in an emergency humanitarian situation and also with the regional and global teams.Support the humanitarian team in the negotiations with the federal and regional governments in the case of a humanitarian response where the urban and youth programme is operating.Support Oxfam partners and allies in the negotiations with the Federal and regional governments responsible to give adequate responses to the urban poor and youth in the country.Coordinate and implement the influencing strategy toward the national and international spaces in favour of an approach of urban dwellers and youth’s adaptation and resilience to the clime change in the national plan to respond to the humanitarian crisis.Be the focal point and internally responsible for the analysis and for the proposals related to the urban and youth.Assure that women’s rights are at the core of the programme strategy and assure the implementation of the gender approach in the programme.Lead and coordinate with the influencing team, the influencing plan for the programme as well as the knowledge management, systematisation of learnings and the sharing of the information to the relevant actors, partners, and Oxfam team and to campaign or advocacy actions when possible.Supervise the quality of the partner’s proposals and follow up on the management of the programme and Project cycle established by Oxfam under the standards and performance indicators assuring the development and achievement of the resilience approach.Represent Oxfam in different spaces and develop good relations with the government at different levels, with donors and other actors.Assure relevant and up-to-date information about urban, youth, good practices and technologies in the various sector, market information etc., to the other Oxfam teams.Liaising with other urban and youth programme teams in the country in order to resolve problems related to the effective functioning of the program with HR, funding, logistics and finance and system support.Provide strategic advice to the team.Assure the correct implementation of the partnership policy under the urban development and youth empowerment projects.Work with Program Director and Deputy Programme Director in developing strategies and plans for programme management effectiveness and measuring the effectiveness
FundingDesign quality proposals in coordination with the Grants team.Coordinate and follow up the funding plan for the Urban and Youth Thematic areas accordingly to the country-funding planEnsure that all proposals and contracts are developed with sound, reliable, and achievable financial inputs for all aspects of costs: indirect, direct, program, support, and all other costs.Develop a relationship with donors.
Financial ManagementContribute fully to the development, and review of organization strategy across all areas of the programme and business, challenging assumptions and decision-making as appropriate and providing financial analysis and guidance on all activities, plans, targets, and projects under urban development and youth empowerment programme.Contribute and provide input to the financial strategy development and optimize the urban and youth programme’s financial performance and strategic position.Provide support to Programme Director and Deputy Programme Director and work with programme, funding and finance teams, as needed, to grow the funding portfolio of all country programmes Establish a high level of credibility and manage strong working relationships with partners including government and donors.Ensure the urban development and youth empowerment budget preparation and phasing budget in OPAL are metManage and work with Project Managers and finance team in reviewing the monthly BVA of each project under the urban development and youth empowerment programme and ensure that a risk-based approach to the level of reviews and checks is done and that feedback is given and followed up promptlyEnsure that donor narrative and financial reports for each project are reconciled well and are prepared and submitted on a timely basisClosely work with the finance and funding team for the completion of year-end budget consolidation on a timely and accurate basis preparing teams for the next fiscal year phasing in OPALWork with the finance teams to ensure any issues found during the audit process are managed effectivelyResponsible to liaise with the funding team to ensure that all donor reporting requirements are met, including proposals, budgets, and donor reporting, liaising with finance and funding, and donors as required. Maintain risk oversight of the programme activities, ensuring that monthly financial & non-financial reports are reviewed and shared with Programme Director and Deputy Programme Director and meaningful actions are taken to improve and progress the programme activities
.Active participation in regional and global platformsContribute and influence the regional and global spaces of intervention. Participate in meetings and maintain regular communication with those responsible for the Oxfam International Regional Platform in order to articulate efforts on common issues and contribute to the OI global agenda.Participate in the relevant activities of the knowledge hubs of resilience/humanitarian/livelihood strategy. .People development and management Ensures that team members have access to staff development opportunities, identifies and addresses capacity gaps and provides ongoing counselling and support to team membersManage and support the direct team to deliver on the Oxfam Country Strategy (OCS) providing leadership, inspiration and guidance and ensuring that the management of the team is in line with Oxfam’s HR policies and procedures.Ensures that team members have access to staff development opportunities, identifies and addresses capacity gaps, and provides ongoing counselling and support to team membersWith support from the Human Resources unit, manages the life cycle of individuals within the team from pre-recruitment to exit, including performance management processes, people’s development and working with HR on issues such as disciplinary matters among others. Compliance Maintain an overview of Oxfam policy, systems, and procedures relevant to the programme and ensure that developments are communicated and implemented appropriately through regular reviews.Support the team to comply with CAMSA requirements and ensure that regular Control Self-Assessment (CSA) is done and properly reviewed and followed up to ensure programme qualityCascade down information to the team of any changes/developments in government policies, and statutory and legal requirements in Ethiopia about programme, funding, and finance functions.Ensure the Urban Development and Youth Empowerment team meets system requirements such as PeopleSoft, Goal, OPAL, and CRIMSON.Work with finance and support her/his team for external and internal audits.Work with finance and logistics on management and disposal of project/s assets both with Oxfam and Partners is in line with organizational/donor requirements as well as generally accepted accounting principles.In collaboration with the Country leadership Team, prepare and submit the annual report and other documents needed by the government.
