STEP III 

The Ethio-German Sustainable Training and Education Programme (STEP) improves the employment prospects of young Ethiopians by promoting quality and relevance in vocational training and higher education. In cooperation with the Ministry of Science and Higher Education (MoSHE) as well as related agencies and institutions, the programme establishes strong linkages between the education and the private sector to support the development of a modern education system geared towards employment and economic growth. In this, employers, education providers and public authorities come together to identify their needs and jointly develop education and training solutions that best tackle the skill mismatch.

Responsibilities and Duties 

  • Coordinate and provide technical advice on topics of TVET policy and Programme implementation, particularly focusing on TVET in informal sector to various stakeholders including Ministry of Labour and Skills
  • Facilitating involved training institutes and enterprises in the implementation of the training cycle from admission to assessment and job placement, involving both formal and informal sectors relevant for cooperative training.
  • Assisting the identification and developing the relevant cooperative training programmes and other measures (Recognition of Prior Learning, Learning Factories etc) in the informal sector of economy in cooperation with relevant Programme teams and partner organizations both from public and private sector 
  • Conduct research on the selected economic sectors and identify employment potentials, availability of private sector organizations, training providers and other relevant bodies.
  • Provide technical advice to partners and the Programme team on topics of TVET policy, governance and private sector engagement with focus on informal sector
  • Support the Team Leader and other Programme teams in the establishment of relevant platforms, in which the sector-relevant training providers and private sector organizations are represented.
  • Support the relevant training providers and enterprises in the selected sector to establish a coordination framework for planning and delivering cooperative training in the informal sector
  • Advise the relevant training providers and private sector organizations in selecting relevant qualifications and define suitable training pathways as well as appropriate training institutes and enterprises for training delivery.
  • Facilitate the trainees’, trainers, companies and other stakeholders’ onboarding
  • Facilitate the assessment activities and processes in the completion of the training cycle.
  • Facilitate dialogue between relevant ministries and STEP management for overall steering and implementation of the Programme
  • Advise public and private sectors to establish a cooperation framework for the planning and delivery of training in the selected economic sector.
  • Facilitate a regular dialogue between the involved public and private sector organizations in the sector, including Federal TVET Agency, Regional TVET Bureaus, companies and organized private sector organizations
  • Ensure operational planning sessions with relevant partner organizations in the sector and in the field of cooperative training
  • Proactively cooperate with other internal teams to achieve the objectives of the Programme

Job Requirements

Required qualifications, competences, and experience 

1.   Qualifications

  •  University degree in a topic related field (Technical Education, business development, engineering, social sciences) 

2.   Professional experiences 

  • At least 5 years professional experience in a comparable position in the field of designing and delivering of cooperative training with focus of informal sector
  • Knowledge about concepts of skills development
  • Proven expertise of training implementation specifically in TVET
  • Good understanding of development cooperation and advisory approaches

3.   Other knowledge, additional competences 

  • Excellent understanding of the Ethiopian TVET system and the Ethiopian TVET Qualification Framework
  • Excellent knowledge about TVET and Cooperative Training, employment promotion, private sector and capacity building approaches in Ethiopia TVET system
  • Very good working knowledge of Information and Communication Technologies (related software, phone, email, internet) and computer applications (MS Office)
  • Fluent written and oral knowledge of the English and Amharic language.
  • Good interpersonal skills and time and self-management skill
  • Pro-active networking skills and ability to cooperate with various stakeholders from the public and the private sector
