The WASH and Construction Officer oversees the inception, planning, implementation and monitoring of construction activities within our refugee Health, Nutrition and WASH programs. Manages the construction portfolio through the implementation phase and produces resource-loaded and leveled project schedules. Reviews proposed designs to advise on construction related issues with adverse impacts.

Project Planning and Implementation
Conduct WASH technical assessments and site surveys to ensure designs are feasible, context-appropriate, and meet humanitarian standards (e.g., Sphere, UNHCR, WHO).
Develop detailed work plans, budgets, and procurement plans for WASH and construction activities.
Supervise the WASH infrastructure construction and rehabilitation in health facilities, water supply systems, sanitation facilities (e.g., latrines, bathing), and other WASH-related infrastructure in refugee and IDP settings.
Prepare progress reporting and requirements depending on project type.
Evaluates work in progress to ensure construction and installation of facilities and equipment follow approved detailed design and engineering standards.
Conducts productivity analysis to identify and resolve critical variances so projects can achieve established objectives.
Facilitate in organizing WaSHCo and hygiene promotion trainings and workshops for the water management team and other partners (women groups, health agents, water committee, etc in the woredas) and coordinate in preparation and organizing all the required training materials.
Lead environmental health and public health activities within the health facilities, follow the waste disposal and cleaning protocols.
Assess the status of health facilities as per the WASHFIT standards and develop improvement plans.
Responsible for overall adequate use of personnel to reduce equipment downtime, improve efficiency, control costs, and anticipate further improvements.
Supports area team concepts and cooperative efforts among all refinery groups and departments
Lead technically during the hand overing of the constructions.
Initiate PRs for construction and maintenance related activities.
Technical Oversight and Quality Control
Ensure all construction activities adhere to technical specifications, safety standards, and humanitarian guidelines.
Monitor construction progress, conduct regular site inspections, and address any technical challenges or delays.
Supervise and coordinate all aspects of building and/or remodeling assigned construction efficiently and safely.
Verify the quality of materials and workmanship, ensuring compliance with approved designs and standards.
Maintain build schedules, schedule inspections, coordinate daily site work and activities, maintain quality standards, and ensure house(s) are completed by the scheduled move-in day.
Team Management and Capacity Building
Supervise and support construction teams, including contractors, skilled laborers, and community volunteers.
Provide technical training and guidance to local staff and community members to enhance their construction skills and ensure sustainability.
Promote gender equality and inclusion by ensuring equitable participation of women and marginalized groups in construction activities.
Train volunteers in the safe usage of tools and equipment to prevent both injuries and damage.
Coordination and Collaboration
Works regularly with project managers, engineers, and planners to define construction work package breakdown structure, requirements of work package content, and priority of package development.
Work closely with the Health, Nutrition and WASH teams to ensure construction activities align with program objectives, and beneficiary needs.
Liaise with local authorities, UN agencies, and other stakeholders to obtain necessary approvals and ensure compliance with local regulations.
Engage with refugee and host communities to address concerns, gather feedback, and ensure culturally appropriate designs.
Logistics and Resource Management
Works with Supply Chain to identify and obtain resources (equipment, materials, and contractors). Reviews contractors’ credentials in the established qualification process. Support receiving material through inspection.
Oversee the procurement, storage, and distribution of construction materials and equipment.
Ensure efficient use of resources and minimize waste.
Maintain accurate records of materials, equipment, and expenditures.
Safety and Risk Management
Implement and enforce safety protocols to protect workers, beneficiaries, and the environment.
Identify and mitigate risks related to construction activities, including security concerns and environmental impacts.
Inform any injury incidents with the security focal and other respective focal.
Additional activities
Support other areas of the MTI projects as requested or needed to ensure efficiency and quality of care to all.
Maintain a clean and safe working environment,
Support safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, Child & Vulnerable Adult protection, and harassment-free workplace policies.
Education/Licenses and certification
BSc/MSc in Civil engineering or construction technology management
Experience;
At least three years of experience working in a related profession and have at least one year of experience working in local or international NGO.

PHYSICAL CONDITIONS
This position requires frequent travel to health facilities located in remote areas with very basic living conditions.
