LWF World Service Ethiopia, a registered foreign charity, has been implementing various development and humanitarian projects across Ethiopia since 1973. LWF World Service Ethiopia works closely with the Ethiopian Evangelical Church Mekane Yesus (EECMY), the Ethiopian Government, UN organizations and other funding partners. Its thematic areas include the promotion of food security and sustainable livelihood, sustainable natural resources management, emergency preparedness, response and rehabilitation, and capacity building.

Job Purpose
The WASH Manager provides overall technical and managerial leadership to the WASH team implementing humanitarian WASH interventions in Tigray, Amhara, and Oromia regions. The role ensures high‑quality program design, implementation, monitoring, evaluation, and reporting of ongoing projects; leads proposal development for new initiatives; and supports capacity strengthening through guidelines and training materials.
Key Duties and Responsibilities
A. Leadership and Technical Oversight
Provide technical leadership in the design, implementation, monitoring, and evaluation of WASH interventions across project regions.
Plan, coordinate, and oversee overall WASH programming in close collaboration with project staff and regional teams.
Build the technical capacity of LWF staff, right holders, and relevant government counterparts on WASH-related activities.
Ensure quality assurance and provide technical approval for all WASH activities.
B. Programme and Project Management
Ensure periodic WASH needs assessments are conducted to prioritize emerging sectoral humanitarian needs in target districts across operational regions
Lead emergency WASH responses for crisis affected communities, ensuring adherence to quality standards, M&E requirements, and approved budgets.
Coordinate with project teams, communities, and government stakeholders to identify vulnerable populations and priority target groups.
Prepare and review technical documents, including designs, construction specifications, bills of quantities, and work schedules.
Lead the preparation of procurement plans, detailed implementation plans, and activity-based budgets.
Supervise field implementation through regular and scheduled monitoring visits, providing hands‑on technical support and recommending corrective actions as needed.
Support field teams with technical and managerial guidance throughout project implementation.
Work closely with project teams to review progress, identify gaps, and agree on corrective actions and improvements.
Support the establishment and training of Water Users’ Committees for constructed or rehabilitated water supply systems.
Ensure development and delivery of context‑appropriate hygiene promotion messages and activities in targeted woredas.
Promote efficient and accountable use of resources, including materials, workforce, and organizational assets.
C. Reporting, Finance, and Compliance
Ensure timely and high‑quality preparation of weekly, monthly, quarterly, annual, and donor‑specific reports in line with LWF and donor requirements.
Monitor expenditures and conduct regular budget analysis in collaboration with project designated finance staff and respective Regional Coordinators.
Ensure timely review and follow‑up of monthly financial reports related to WASH activities.
Coordinate with sector leads, finance, and regional coordination teams to ensure effective budget control and expenditure tracking.
Ensure full compliance with Sphere standards, donor regulations, LWF policies and host government requirements.
Consolidate beneficiary and project data and share with the PMER Officer for monitoring and reporting purposes.
Prepare and review payment documents and reports for WASH related works and services undertaken through contractors and consultants
D. Cross‑Cutting Themes and Integration
Ensure gender, environmental sustainability, and other cross‑cutting issues are effectively mainstreamed in WASH programme design and implementation.
Promote integration of WASH with other sectors through close coordination with sector coordinators.
E. Networking and Coordination
Take active participation in the national WASH cluster coordination meetings.
Ensure active participation of WASH staff in regional, zonal and district WASH Cluster meetings, and regularly update the Regional Coordinator.
Maintain strong working relationships with regional government authorities for planning, implementation, and coordination of WASH activities.
Foster collaboration with donors, UN agencies, government institutions, and international and national NGOs.
Perform any other duties as assigned by the supervisor.
Job Requirements
Qualifications and Experience
Master’s degree in Water Supply Engineering, Water Resources Engineering, Hydraulic Engineering, or a related field.
Minimum of 10 years of relevant professional experience, preferably in similar or higher positions with international NGOs or UN agencies, in the implementation and coordination of WASH interventions.
Demonstrated experience managing projects funded by major institutional donors (e.g. GAC, ECHO, EU, UN agencies, SIDA and PRM).
Strong knowledge of national WASH regulations and WASH Sphere Standards.
Key Competencies
