Alight is currently in the process of responding to humanitarian situation in Ethiopia.
Alight focuses on lifesaving humanitarian interventions as well as recovery and resilience building programs designed to create lasting positive change in the lives of vulnerable people. Alight works closely with displaced persons, returnees, refugees and communities affected by natural and man-made disasters, providing a range of integrated assistance including primary and curative health care, water and sanitation, protection services, restoration of strategic health and water infrastructure, dignified housing for returning refugees, and sustainable job creation. Alight has also built strong relationships with development partners, agencies, as well as federal and local governments in order to approach challenges in an inclusive and holistic manner and come up with innovative solutions that best fits the local context.
Scope of work
The WASH program will need a WASH officer to be based in Addis Ababa Ethiopia to oversee the implementation of the BHA-funded WASH project in the Tigre, Amhara and Afar regions
The Primary Purpose of the Position
The WASH Officer will be responsible for ensuring the delivery of high-quality WASH interventions (including infrastructure) across multiple grants; engaging actively with the WASH Cluster, local governments, and all other WASH actors. Additionally, this position will support the development of staff and community capacity building in water supply and sanitation operation, maintenance and management, participate in the mobilization of WASH resources and ensure implementation is done in close collaboration with program staff, the local community, the Local authority, and other relevant agencies. During the implementation of project activities, the Officer will be required to provide feedback to relevant project partners and the local authorities to improve the overall WASH program quality. The WASH Officer will support the drafting of quality reports to donors on a timely basis.
Primary Duties and Responsibilities.
Programming
Ensure the tracking, monitoring, and quality reporting of all WASH and infrastructure interventions.
Complete budget pipeline planning, monitoring, and monthly follow-up in coordination with the WASH Program Coordinator
Supervise and monitor the implementation of WASH activities, ensuring that all activities are compliant with the grant and ALIGHT requirements. Prepare subsequent reports.
Contribute to the design of new WASH projects based on sectoral and general knowledge.
Contributing to contingency planning for possible WASH emergency response if required.
To undertake community mobilization and organizational needs assessments and research, ensuring that Hygiene promotion activity is meeting the needs of the general public, service users, service providers, and the WASH sector Agenda.
Prepare procurement plans based on the project cycle for WASH and infrastructure work; ensure all PRFs are accurately prepared and submitted on time.
Ensure all interventions adhere to ALIGHT Gender Policy, Do No Harm principles, and beneficiary accountability standards.
Support the development of monthly, quarterly, semi-annual, and end-of-project reports on WASH components of the project and ensure that the reports are prepared on time and in accordance with donors and ALIGHT requirements under the guidance of the WASH Program Coordinator
Provide regular reports on water supply and sanitation activities and program progress against work plan and program activities including donor reports according to donor requirements
Monitoring and Evaluation
Work with M&E Manager to develop needs assessment tools and strategies, and train and supervise staff through field surveys and assessments.
Work with M&E Unit to measure outcome indicators and outputs to determine the success of interventions.
Coordination
Work with Program Manager to identify, build and manage collaborative partnerships with consortium partners, sub-grantees, donors, and other stakeholders.
Actively participate in monthly management and team meetings.
Represent Alight in attending health and/or WASH Cluster regional coordination meetings.
Staff Management
Identifying and addressing staff capacity-building opportunities
When required support HR in Hygiene promoters, Community volunteers, and sanitation technicians, this includes writing job descriptions, interviews, etc.
Other responsibilities
Support the WASH department in other tasks, roles and responsibilities as may be assigned by the supervisor.
Duty Station: Addis Ababa with travels to other regions

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED
Minimum diploma in Environmental Health Science, Public Health. Water Engineering or equivalent in a relevant discipline
At least 3 years of experience in WASH program implementation.
Emergency experience is essential, ideally with an NGO, with a proven application at the field level.
Good analytical skills demonstrated through proven experience in working in relevant project monitoring systems, assessment design, and program execution processes.
Considerable experience in training, mentoring, and coaching skills building and ability to carry out training needs analysis and develop capacity-building training for community-based hygiene promoters based on this analysis.
Possess well-developed interpersonal and team skills and proven ability to be flexible in a demanding situation.
Good Knowledge of finance and budget management.
Good written and spoken English is essential and MUST be fluent in spoken and written Amharic language.
