CARITAS Switzerland (CACH) has been working in Ethiopia for nearly 50 years. Currently CACH cooperates with a wide range of civil society, research, and private sector actors in Ethiopia. Registered as an International Foreign Charity Organization in Ethiopia, CACH is also operational at project implementation level. CACH’s main working fields are Income, Climate, Migration and Humanitarian Aid/Nexus. Our current operational covers southern and Eastern Oromia, and Tigray regions, across which several projects are being implemented.

Job summary: 

The Water Technician will be responsible for all water supply system operation and maintenance activities related to the provision of potable water to communities. Specifically, the Technician will serve as the main focal point for plumbing and electro-mechanical support for operation and maintenance (O&M) tasks of the Dillo solarized borehole (BH) water supply system. The Technician will work closely with Caritas field teams, stakeholders, and community members through WASH soft activities to build their skills. By establishing effective monitoring and evaluation frameworks, the Technician will ensure the impact and sustainability of programs, ultimately contributing to the long-term well-being and self-sufficiency of vulnerable populations.

Duties and Responsibilities:

Main tasks and responsibilities

  • Coordinate and arrange meetings with host and refugee community leaders/ representatives in collaboration with other CACH staff.

  • Take major part in plumbing and E&M support to O&M of solar powered water supply system

  • Offer technical advice to communities, WUA/ WASHCos and hygiene promotes as needed.

  • Oversee water quality monitoring and surveillance, ensuring community participation throughout the process.

  • Request and manage materials from the store, ensuring their proper usage.

  • Ensure adequate community involvement, particularly the active participation of women and children in project implementation.

  • Prepare communities and sites in advance for project work.

  • Ensure equitable access to project benefits for all communities based on their needs.

  • Coordinate with field teams for all WASH logistical requirements, ensuring proper planning and execution.

  • Maintain oversight of WASH supplies ordered for projects, supporting logistics staff in coordination and quality control.

  • Prepare and submit internal activity reports and monthly plans.

  • Actively participate in WASH coordination meetings at the community/site level.

  • Undertake other duties assigned by the immediate supervisor.

Representation

  • Represent Caritas at field level relevant technical external meetings 

  • Explain the project’s activities and objectives to partners and the community.

  • Participate in internal and external coordination meetings.

  • Integrate and coordinate the work of the community and local partners

  • Provide the local government water officers/ technicians with technical support.

  • Coordinate with Woreda water office, Water Users Association and Kebele Administration

  • Collaborate with RRS -Moyale Coordination office representatives and Refugee Central Committees (RCC).

Communication & Administration/HR

  • Reporting to the person in charge in case of difficulties, problems, and uncertainties with regard to Finance, HR or Logistics.

  • Participation and active contribution in the various team-meetings.

  • Pro-active communication with both, the supervisor and the technical supervisor (if applicable and different), by this ensuring that activity and work plans are communicated to all concerned people to create the highest possible level of transparency (related also to daily works, extraordinary works, leave days, travel plans and others).

  • Maintain time recording adequately and regularly via CACH's HR online system, using it for leave/workday management.

  • Using the MS Outlook calendar and all its functions in a way that work schedules are planned and recorded there (if a laptop is part of the positions workplace equipment);

  • Assume direct communication with the concerned staff at the CO in the scope of her/his assignments and in prior agreement with the immediate supervisors

Job Requirements

Educational qualification & experience: 

  • BA degree in Water Supply Engineering or Hydraulic Engineering from recognized university. 

  • Minimum three years of relevant experience. 

  • Proficiency of Afan Oromo is mandatory, and good oral and written skills in English and Amharic are required.  

  • Good knowledge of office package.

  • Good organizational skills and attention to detail.

  • Ability to work independently and as part of a team.
